第二，坚持中非共建“一带一路”的发展路径。今年4月，第二届“一带一路”国际合作高峰论坛在北京成功举行，确立了高质量共建“一带一路”的方向。中方将秉持共商共建共享原则，推动“一带一路”与中非“八大行动”、非洲各国发展战略三者有机对接，将“一带一路”资源更多向非洲倾斜。双方要加强市场开发，分享发展机遇，帮助非洲加快将自身资源优势转化为发展实力，在实现政治独立后实现真正的经济独立。双方要重视项目合作，尊重市场原则，坚持以经济社会效益为导向，有效推进项目的可研、规划、实施和运营，切实提升非洲的自主可持续发展能力。双方要加强智力支撑，开展互学互鉴，支持非洲培养更多专业人才。双方还要推动新兴领域合作，迎接技术革命浪潮，让非洲人民享受人类文明进步的最新成果。

Second, we need to remain committed to jointly developing the Belt and Road Initiative. The second Belt and Road Forum for International Cooperation, successfully held in Beijing in April this year, has set out the direction for high-quality Belt and Road cooperation. China will follow the principle of extensive consultation, joint contribution and shared benefits, strengthen the synergy between the Belt and Road Initiative, the eight major initiatives and the development strategies of African countries, and channel more resources of Belt and Road cooperation to Africa. We need to further tap the market potential and share development opportunities with each other. This will help Africa convert its resource endowments into development strengths to achieve true economic independence after winning political independence. We need to take forward project cooperation based on market principles to ensure real economic and social benefits. We need to effectively advance the feasibility study, planning, execution and operation of projects to make sure that they truly improve African countries' capacity for self-driven and sustainable development. We need to solidify the intellectual foundation, learn from each other, and support Africa in training more professionals. We need to pursue cooperation in emerging sectors and embrace the technological revolution so that African people will also benefit from the latest achievements of human progress.

　　第三，坚持捍卫多边主义的公正立场。面对单边主义和保护主义明显抬头，冷战思维和文明冲突论沉渣泛起，中非双方应当旗帜鲜明地捍卫联合国宪章和国际关系基本准则，旗帜鲜明地反对各种单边保护主义和强权霸凌行径，这不仅是在维护我们自身的正当发展权利，也是在维护所有发展中国家和新兴经济体的共同利益，维护国际社会的公平正义。我们不能允许世界重新回到“丛林法则”，不能接受弱肉强食的零和博弈。进入21世纪的这颗星球需要勇敢前行，不能开历史的倒车。生活在同一地球村的各国应当同舟共济，不能逆时代潮流而动。

Third, we need to uphold the just cause of multilateralism. Against the backdrop of rising unilateralism and protectionism, resurgent Cold-War mentality and talk of clash of civilizations, we, China and Africa, need to unequivocally uphold the UN Charter and the basic norms governing international relations, and take a clear stand against unilateralism, protectionism and bullyism in all manifestations. By doing so, we will be safeguarding not only our own legitimate development rights, but also the common interests of all developing countries and emerging economies, and, for that matter, we will be upholding international fairness and justice. We must never allow the law of the jungle to rule the world, nor should we accept the zero-sum game that puts the weak at the mercy of the strong. Our world in the 21st century must march forward with courage rather than move backward. All countries living in this global village need to work together like passengers in the same boat, rather than sail against the current of our times.

　　第四，坚持平等开放的合作精神。殖民时代早已一去不复返，非洲是非洲人的非洲，是13亿非洲人民的共同家园，不是哪个大国的势力范围。各方都应当本着平等的精神，以开放的胸怀进入非洲，拥抱非洲，与非洲同呼吸、共命运。我们始终认为，中国的对非合作是国际对非合作的重要组成部分，不仅有利于中非实现共同发展，也能为国际社会扩大对非合作创造有利条件。中方愿继续发挥中非合作的引领作用，推动国际社会加大对非洲的投入。中方也愿意同各国一道，发挥各自优势，汇集发展合力，一起来帮助非洲加快发展振兴，让非洲的百花园更加绚丽多姿。

Fourth, we need to promote the spirit of equal and open cooperation. Colonization has been ended once and for all. Africa belongs to the people of Africa. The African continent is the common homeland for the 1.3 billion African people, not a sphere of influence for any major country. We call on all countries to engage and embrace Africa on the basis of equality and with an open mind. China-Africa cooperation, as part of the international cooperation with Africa, not only contributes to the common development of China and Africa, but also catalyzes greater international cooperation with Africa. By leveraging such catalytic role of its cooperation with Africa, China will encourage other members of the international community to increase investment in Africa. China will also work with other countries to pool our strengths to help African countries fasten development and rejuvenation, and make life more colorful and rewarding for the African people.
