非洲的兄弟姐妹们，

　　任何国家都有发展和进步的权利，中非人民坚定致力于通过自身努力和国际合作实现“中国梦”和“非洲梦”。习近平主席在论坛北京峰会上强调，中国在对非合作中坚持真诚友好、平等相待；坚持义利相兼、以义为先；坚持发展为民、务实高效；坚持开放包容、兼收并蓄，始终做到不干预非洲国家探索符合国情的发展道路，不干涉非洲内政，不把自己的意志强加于人，不在对非援助中附加任何政治条件，不在对非投融资中谋求政治私利，这“四个坚持”和“五不”原则掷地有声，字字千钧，我们将以实际行动予以贯彻落实。任何干扰都不会影响中非加强合作的坚定决心，任何困难都不能阻挡中非携手振兴的前进步伐。

African Brothers and Sisters,

All countries are entitled to development and progress, a right that both the Chinese and African peoples are exercising in our abiding pursuit of the Chinese Dream and the African Dream with our own efforts and through international cooperation. At the FOCAC Beijing Summit, President Xi Jinping articulated the principles guiding China's cooperation and relations with Africa. A "four-uphold" approach in pursuing cooperation with Africa: uphold sincerity, friendship and equality, uphold common interests while putting friendship first, uphold a people-oriented approach in pursuing practical cooperation with efficiency, and uphold openness and inclusiveness. And a "five-no" approach in our relations with Africa: no interference in African countries' pursuit of development path that fits their national conditions; no interference in African countries' internal affairs; no imposition of our will on African countries; no attachment of political strings to assistance to Africa; and no seeking of selfish political gains in investment and financing cooperation with Africa.

　　最后，我还想说的是，从昨天到现在，几乎每一位我接待的非洲国家外长都向中方祝贺中国的屈冬玉博士成功当选联合国粮农组织总干事，大家的脸上充满喜悦和阳光，就像自己的家人获得成功一样。我们知道，中国竞选的成功是世界各国支持的结果，其中最坚定的支持者就集中在非洲大陆。我愿借此机会，向大家，向非洲的兄弟姐妺们表示最诚挚的谢意。从今以后，联合国的国际机构中，又多了一位非洲的好朋友。屈博士就任后当然要服务于粮农组织的全球目标，但他来自于最大的发展中国家，来自于理解非洲的中国，相信粮农组织一定会为非洲加快实现2030年可持续发展目标，加快解决非洲面临的粮食安全和农业发展问题作出更多和更大的贡献。

These principles represent a rock-solid promise that we intend to keep with concrete effort. No interference will weaken our resolve to strengthen cooperation with Africa, nor will any obstacle stop China and Africa from working together for rejuvenation.

Last but not least, over the past two days, nearly every African foreign minister I met congratulated China on the successful election of Dr. Qu Dongyu as Director-General of the FAO. They were so happy and excited as if a member of their family had been elected. China understands that its success is attributable to the support of other countries, and in particular, the most staunch support from Africa. I wish to take this opportunity to express my most sincere thanks to all of you and to all our African brothers and sisters. From now on, there will be one more good friend of Africa in the UN agencies. As Director-General, Dr. Qu will surely serve the global agenda of the FAO. At the same time, the fact that he comes from the largest developing country, a country that understands Africa, has given us confidence that the FAO will make even greater contribution to helping Africa achieve the 2030 Agenda for Sustainable Development and address its challenges on food security and agricultural development.

In conclusion, I wish this meeting a full success.
