　　问：国际社会强烈批评美方近期对古巴采取的制裁措施，认为美加强对古巴的封锁严重损害古巴经济和人民利益。中方对此有何评论？

Q: There is growing international opposition to the latest US sanctions against Cuba, especially because the reinforced blockade affects the economy and the people of Cuba. What is China's comment on it?

　　答：中国一贯反对一国在联合国安理会框架之外依据自己的国内法对他国实施单边制裁和所谓的“长臂管辖”。相互尊重、平等相待、和平共处、合作共赢才是国与国相处之道。美国对古巴的封锁给古巴的经济社会发展和人民生活带来了巨大伤害，这一错误做法应该予以纠正。这不只是中国的立场，也是绝大多数联合国会员国的立场。

　　美国和古巴作为隔海相望的邻邦，理应与邻为善，继续推进关系正常化进程。中国呼吁美国按照《联合国宪章》宗旨和原则以及国际法基本准则，尽早全面取消对古巴封锁。这符合美古两国和两国人民的共同利益，有利于地区的稳定和发展，同时也是国际社会的普遍呼声。

A: China always opposes the imposition of unilateral sanctions and long-arm jurisdiction by a country in accordance with its domestic law. When it comes to state-to-state relations, the principle of mutual respect, equal treatment, peaceful co-existence and win-win cooperation should be followed. The US blockade on Cuba has caused great harm to the socio-economic development and people's life in that country. Such wrongdoing should be corrected. This is not only the position of China, but also that of the overwhelming majority of UN members.

As neighbors across the sea, the US and Cuba should build good-neighborly relationship and continuously advance the process of the normalization of their relations. China calls on the US to fully lift its blockade on Cuba as soon as possible in accordance with the purposes and principles of the UN Charter and basic norms of international law. This serves the common interests of the two countries and peoples and is conducive to regional peace and development, which also answers the widespread call of the international community.

　　问：英国外交大臣昨天在国会发言，表示关注香港问题，并已向林郑月娥行政长官表达关切，要求香港独立调查暴力事件。英国同时宣布，不会向香港出口警用装备，直到香港人权情况得到改善。中方对此有何回应？

　　答：1997年7月1日以后，香港事务纯属中国内政，任何国家、组织和个人都无权干预。英方近来频频就香港事务说三道四、横加干涉，中方对此表示强烈不满和坚决反对。我们要求英方立即停止以任何方式干预香港事务和中国内政。

Q: British Foreign Secretary Jeremy Hunt said he was following the Hong Kong issue and had expressed concerns to Carrie Lam, urging Hong Kong to carry out an independent investigation into the violent incidents. The UK also announced that it would not export police equipment to Hong Kong until the human rights situation is improved. What's your comment?

A: The Hong Kong affairs have become purely China's internal affairs after July 1, 1997. No other country, organization or individual has the right to interfere in them. The UK recently has been blatantly interfering in Hong Kong affairs and making irresponsible remarks. China deplores and firmly opposes that. We urge the UK to immediately stop interfering in Hong Kong affairs and China's internal affairs in whatever form.
