东亚国家的发展，与总体和平稳定的地区环境密切相关。没有和平稳定，东亚永无振兴之日。地区国家应切实做到相互尊重、平等相待，摒弃你输我赢的零和思维，共同管控好矛盾与分歧，绝不能因为这些问题的干扰使东亚失去发展的历史机遇。因此，坚定维护和平稳定的大环境，是地区各国的共同利益所在。中国愿与东盟国家商谈签署中国-东盟国家睦邻友好合作条约。我们主张朝鲜半岛无核化，维护半岛和东北亚的长期和平稳定，支持各国继续通过对话协商和平解决分歧。我们主张有关当事国在尊重历史事实和国际法的基础上，通过对话与协商和平解决领土主权和海洋权益的争端。

East Asian countries owe their development very much to the overall peaceful and stable environment of the region. Without peace and stability, the day of revitalization would never come to East Asia. It is important that all countries in the region take credible steps to respect each other, treat each other as equals and repudiate the zero-sum mentality of your losses being my gains, and work together to properly manage differences and disputes to ensure that East Asia will never be disrupted by these problems and miss the historic opportunity for development. Therefore, to firmly safeguard the overall environment of peace and stability is in the common interests of all countries in the region. China is ready to negotiate the signing of a treaty on good-neighborliness, friendship and cooperation with ASEAN countries. We stand for the denuclearization of the Korean Peninsula and the maintenance of long-term peace and stability on the Peninsula and in Northeast Asia. We support countries in continuing to peacefully resolve disputes through dialogue and consultation. We encourage parties directly concerned to peacefully resolve their disputes over territorial sovereignty and maritime rights and interests through dialogue and consultation on the basis of respecting historical facts and international law.

在此基础上，地区各方应继续加强协调，牢牢把握互利合作的大方向，开展相关领域务实合作，朝着东亚共同体的目标稳步迈进。这里，我愿就加强10+3合作提出几点意见：

Building on past achievements, parties in the region need to step up coordination, keep firm to the general direction of mutually beneficial cooperation, carry out practical cooperation in relevant fields, and move steadily toward the goal of building an East Asian Community. To enhance APT cooperation, I wish to propose the following:

第一，推动东亚经济一体化进程。过去十多年中，亚洲区域内贸易规模从1万亿美元扩大到3万亿美元，已达到区域各国贸易总量的一半，建立一个开放公平的区域贸易投资环境乃大势所趋。中国-东盟自贸区升级版谈判已正式启动，中韩自贸区已结束实质性谈判，“中日韩投资协定”和区域全面经济伙伴关系协定（RCEP）谈判取得积极进展。10+3国家经济融合度高，我们应加强协调，在区域自贸安排中发挥引领作用，灵活务实推动RCEP谈判如期在2015年底前完成，建成东亚地区最大自贸区。中方倡议明年与马来西亚联合举办东亚投资高层论坛，欢迎各国参与。

First, advance East Asia economic integration. Over the past decade or so, intra-regional trade in Asia has grown from US$ 1 trillion to US$ 3 trillion, accounting for half of the foreign trade of all countries in this region and shaping the general trend of building an open and fair regional trade and investment environment. China and ASEAN have officially launched negotiations on an upgraded CAFTA and China and the ROK have concluded substantive negotiations on the bilateral FTA. Positive progress has been made in negotiations on the China-Japan-ROK trilateral investment agreement and on the RCEP. Given the high degree of economic integration among APT countries, we need to enhance coordination, play a leading role in regional free trade arrangements, and work in a flexible and pragmatic way to complete RCEP negotiations before the end of 2015, so as to establish the biggest free trade area in East Asia. China proposes to co-host with Malaysia an East Asia investment summit next year and we look forward toyour participation.
