第五，扩大人文交流渠道。国家间友好的基础在于人民间的相互了解和友谊。中方建议探讨成立中日韩三国分设的东盟中心的定期交流机制。中方支持继续开好10+3文化、教育、新闻部长会，继续举办东亚商务论坛、“双十万留学计划”、青年科学家交流等项目，希望各方尽快签署《10+3旅游合作谅解备忘录》。明年中方愿在亚洲区域合作专项资金中安排6500万元人民币，用于支持本地区交流合作项目。

Fifth, expand channels for people-to-people and cultural exchanges. Mutual understanding and friendship between the peoples are the foundation of friendly relations among countries. The Chinese side proposes that we discuss the establishment of a regular exchange mechanism among the three ASEAN Centers in China, Japan and the ROK. China supports the continued success of the APT cultural, educational and media ministers’ meetings and the continued hosting of programs including the East Asia Business Forum, the “Double 100,000 Students Plan”, and the exchange program for young scientists, and hopes that all parties could sign the APT MOU on Tourism Cooperation as soon as possible. Next year, China will allocate RMB65 million from the Asia Regional Cooperation Fund to support regional exchange and cooperation projects.

第六，加强公共卫生合作。埃博拉疫情对全球公共卫生已构成严峻挑战，疫情走向还不确定。建议10+3国家卫生机构在防控埃博拉疫情方面加强沟通合作，在此基础上积累经验，共同推进完善10+3公共卫生体系建设。

Sixth, enhance cooperation in public health. The Ebola virus disease has posed grave challenge to global public health and its future trajectory remains unclear. We suggest APT national health institutions step up communication and cooperation regarding treatment and control of the epidemic to gain experience and improve APT public health systems.

近年来，中国经济持续较快增长为世界所瞩目，也为东亚带来了发展机遇。今年以来，国际经济复苏进程波折不定，中国经济面临较大的下行压力。我们坚持稳中求进的工作总基调，保持定力，主动作为，继续创新宏观调控思路和方式，强力推改革，巧力稳增长，大力调结构，着力惠民生，实现了经济总体平稳、稳中有进、稳中提质。今年前三季度，经济运行处于合理区间，GDP增长7.4%，就业完成全年任务，结构调整取得积极进展，服务业比重进一步上升，新产业、新业态、新模式不断催生，正在形成经济发展新动能。随着一系列创新、转型、惠民政策措施的落实到位，全年能够实现7.5%左右的预期增长目标。

China’s rapid economic development in recent years has attracted worldwide attention and brought opportunities to East Asia’s development. Since the start of this year, international economic recovery has experienced turbulence and uncertainties and China’s economy has been under heavy downward pressure. We have remained committed to the general principle of making progress while maintaining stability. We have stayed the course and pursued a proactive approach, and continued to innovate in the thinking and methods of macro-control. We have been forceful in pushing forward reforms and innovative in stabilizing growth. Efforts have been given to readjust the structure and the focus has always been to bring benefits to the people. As a result, economic growth has been generally stable with progress made and quality improved. In the first three quarters of this year, China’s economy was kept within a proper range, GDP registered a 7.4% growth, and employment task of the whole year completed. Positive progresswas made in restructuring, the share of the service industry further increased, and new industries and business models kept emerging. All this gave new impetus to economic development. With the implementation of the various policy measures introduced to promote innovation, restructuring and people’s livelihood, the expected annual growth rate of around 7.5% will be achieved.
