很高兴出席10+3领导人会议，与各位共同商讨和规划东亚合作的未来。感谢吴登盛总统和缅甸政府为会议所做的精心准备和安排！

It is a pleasure for me to join you at the ASEAN Plus Three (APT) Summit to jointly discuss and map out the future cooperation of East Asia. I wish to thank President Thein Sein and the government of Myanmar for their meticulous preparations and arrangements for the meeting.

当前，国际形势处于复杂变化之中，地区热点和局部动荡仍在升温，恐怖主义成为全球性挑战，埃博拉疫情扩散令人担忧。全球经济正经历深度调整，发达国家经济复苏步伐不一，新兴市场国家经济增速放缓。值得庆幸的是，东亚仍然保持总体和平稳定，经济增长势头并未受到根本影响，区域合作进程持续向前推进。今年东亚发展中国家经济有望保持较高增速，继续成为带动全球经济增长的重要引擎。

Currently, the international situation is undergoing complex changes, with rising regional hot-spot issues and local turmoil, a global challenge of terrorism and worrying spread of the Ebola epidemic. The global economy is in the midst of deepened readjustment, with varying speed of recovery in developed economies and a slowdown in emerging market economies. Fortunately, East Asia has, on the whole, maintained peace and stability, its fundamental momentum of growth unaffected and its regional cooperation process continuing to move forward. Developing countries in East Asia are expected to maintain a relatively high growth rate this year and will continue to serve as a main engine driving world economic growth.

东盟十国与中日韩三国地缘相近、经济互补、文化相通，17年来10+3合作从无到有，不断成长，有力地促进了东亚一体化进程。去年，各方通过了《2013-2017年10+3合作工作计划》，就24个重点领域务实合作进行了科学规划。今年，清迈倡议多边化（CMIM）协议修订稿正式生效，10+3宏观经济研究办公室（AMRO）升级为国际组织，为本地区金融安全提供了更多保障。10+3大米紧急储备机制不断完善，让遭受自然灾害的国家切实受益。这些成绩和进展，印证了10+3在东亚合作中的主渠道地位，表明了10+3在促进地区稳定、推动区域融合、共同应对挑战中不可或缺的重要作用。《第二东亚展望小组（EAVGII）报告》评估工作取得积极进展，梳理出25项优先建议，在此我宣布，中方愿牵头落实东亚互联互通、贸易投资和扶贫等三项建议。

The ten ASEAN countries and China, Japan and the ROK are geographically close, economically complementary and culturally connected. Over the past 17 years, the APT cooperation has grown from strength to strength and become a strong impetus in the East Asian integration process. Last year, the parties adopted the ASEAN Plus Three Cooperation Work Plan 2013-2017, which made scientific arrangements for practical cooperation in 24 priority areas. The coming into effect of the amended CMIM (Chiang Mai Initiative Multilateralization) Agreement and the upgrading of AMRO (ASEAN+3 Macroeconomic Research Office) to an international organization this year have provided more safeguards for regional financial security. The APTERR (ASEAN Plus Three Emergency Rice Reserve) has steadily improved, bringing real benefits to the disaster afflicted countries. All these achievements and progress have testified to the APT’s position as the main vehicle in East Asia cooperation, and reflected the indispensable role the APT has played in promoting regional stability and integration and countering challenges. The review of the Report of the EAVGII ( East Asia Vision Group II) has made good progress, putting forward 25 selective recommendations. Here, I wish to announce that China would like to be the lead country for the implementation of the recommendations for East Asia connectivity, trade and investment, and poverty alleviation.
