第三，坚定不移塑造有利外部发展环境。世界经济逐步走出低谷，为金砖国家发展提供了更好外部条件。同时，世界经济仍未完全摆脱国际金融危机影响，国际社会期待金砖国家继续保持发展势头。我们应该推动金砖国家在经济总量、对外贸易、国际投资等方面占全球比重继续上升，带动全球范围内的强劲、可持续、平衡增长。我们应该推动完善全球经济治理，把增加发展中国家代表性和发言权的有关共识和决定落到实处，确保各国在国际经济合作中机会平等、规则平等、权利平等。我们应该推动加强全球宏观经济政策协调，防范主要经济体经济政策变动给金砖国家带来负面外溢效应。

Third, let us stay committed to creating a favorable external development environment. The global economy is moving gradually out of the downturn, which provides better external conditions for the development of BRICS countries. However, the world economy has not fully emerged from the shadow of the international financial crisis, and the international community hopes that BRICS countries could continue to demonstrate our development momentum. We need to increase BRICS countries' share in global economic aggregate, global trade and international investment and help promote strong, sustainable and balanced growth in the world. We also need to work for improved global economic governance, truly implement relevant consensus and decisions on increasing the representation and voice of developing countries and ensure that countries enjoy equal opportunities and rights in international economic cooperation and that the rules are applicable to all countries on an equal footing. We need to strengthen global macroecono mic policy coordination and prevent negative spillover effects of their economic policy changes of major economies on BRICS countries.

第四，坚定不移提高道义感召力。金砖国家主持公道、弘扬正义，致力于建设公平公正的美好世界，是国际关系中的正能量。我们应该放大这种正能量，在国际事务中共同提出方案，伸张正义，践行平等。我们应该积极参与世界反法西斯战争胜利70周年纪念活动，共同维护国际公理，决不允许任何势力为侵略历史翻案。我们应该推动建立全球发展伙伴关系，让世界上的贫困人口改变生活面貌。只要金砖国家人民同世界各国人民携手同心，金砖合作、南南合作和人类发展之路就会越走越宽广。

Fourth, let us stay committed to increasing the moral appeal of BRICS countries. As advocates of fairness and justice, BRICS countries are committed to building a fair, just and beautiful world and represent positive energy in international relations. We need to magnify such positive energy, come up with joint proposals in international affairs, and uphold justice and equality in the world. It is important that we take an active part in commemorations of the 70th anniversary of the world anti-fascist war, jointly safeguard international justice and never allow any force to change the verdict on the history of their aggression. We need to establish global development partnerships and improve the lives of people in poverty. As long as people of BRICS countries work in unison with people of other countries, the path of cooperation among BRICS countries, and of South-South cooperation and human development will grow even wider.

My Brazilian friends once told me about a bestseller entitled Brazil: Land of the Future, which envisages a bright future for humanity. I hope that as envisioned in the book, that BRICS countries will all become countries of the future that enjoy prosperity, strength, democracy and advanced culture, so that we could create an even better future of more diversified economic growth and greater democracy in international relations.
