自2013年9月中国国家主席习近平提出“一带一路”倡议以来，中国与沿线国家坚持共商共建共享的原则，相互间加强政策沟通、设施联通、贸易畅通、资金融通、民心相通。“一带一路”已成为当今世界广泛参与的国际合作平台和普受欢迎的国际公共产品，为推动构建持续和平与繁荣的世界做出积极贡献。

Since the BRI was put forth by President Xi Jinping in September 2013, China and participating countries have been working hard to enhance connectivity in policy, infrastructure, trade, finance and people-to-people ties, guided by the principle of consultation and cooperation for shared benefits. The BRI has grown into an international cooperative platform with extensive participation and an international popular public product today, contributing to lasting peace and prosperity of the world.

　　坚持“共商”，平等相待、遵守规则。“一带一路”倡议是中国向国际社会提供的公共产品，虽然源于中国，但成果属于世界。“一带一路”合作走的是对话而不对抗、结伴而不结盟的国与国交往新路，体现的是相互尊重、公平正义的国际合作观。我们从不主张“本国优先”，无论是规划合作蓝图还是实施具体项目，都是各方共同商量并进行风险评估和投资可行性分析后，慎重作出的决策。没有一家独大，而是各方平等参与;没有暗箱操作，而是坚持公开透明;没有赢者通吃，而是谋求互利共赢。

First, the principle of "extensive consultation" featuring treating each other as equals and following market rules. While the BRI is launched by China, its benefits can be shared by the world. The BRI is a new path of state-to-state relations based on dialogue rather than confrontation, partnership rather than alliance,representing an approach to international cooperation featuring mutual respect, justice and equity. In BRI cooperation, we do not believe in "putting one's own country first". Decisions made under the BRI framework, whether project selection or investment and financing cooperation, are all based on full consultation among the parties and on the basis of conducting due risk assessment and investment feasibility study. No country is dominating the process; all parties have an equal say. There is no back-room deal; everything is transparent. There is no "winner takes all"; every project delivers win-win results.

　　“一带一路”是全球公共产品、国际合作平台，遵守普遍接受的国际规则，按照市场规律行事。“一带一路”建设不仅加强各国基础设施的“硬联通”，也开展政策、规则和标准的“软联通”，对标可持续发展的国际最佳实践，让绿色环保成为基本底色、廉洁高效成为必由之路。

As a global public good and a platform for international cooperation, the BRI abides by international rules and follows market principles. It is aimed not only at strengthening the physical connectivity of infrastructure, but also improving the institutional connectivity of policies, rules and standards. With best practices of sustainable development in the world as the benchmark, the BRI is building a road with high efficiency and ethical standards backed by green and environment-friendly development.

　　坚持“共建”，开放包容、优势互补。中国提出“一带一路”倡议，是新形势下扩大全方位开放的重要举措，也是要致力于使更多国家共享发展机遇和成果。目前，已有126个国家和29个国际组织同中方签署了“一带一路”合作文件，郑重地向这一合作倡议投下信任票，“一带一路”的朋友圈继续扩大。本届高峰论坛期间，各方还将签署诸多双边和多边合作协议。一些发达国家和国际金融机构也将同中方签署开展第三方市场合作文件。“一带一路”已经呈现双边合作、三方合作和多边合作相辅相成、相互促进的良好态势，为构建更加广泛、更加紧密的伙伴关系打下了坚实基础。

Second, the principle of "joint contribution"featuring openness, inclusiveness,and leveraging mutual complementarity. The BRI is a significant move China has taken to fully open itself under the new conditions, and it embodies China's commitment to sharing development opportunities and outcomes with more countries in the world. 126 countries and 29 international organizations have signed BRI cooperation agreements with the Chinese side, casting a vote of confidence and approval for the BRI by action. "Circle of friends" of the BRI has been growing ever bigger. Bilateral, trilateral and multilateral cooperation has been reinforcing each other under the BRI, laying a solid foundation for a closer and more wide-ranging partnership.
