Proper Names to Follow the Pronunciation of Their Owners:It is unquestionably true that all the proper names should be transliterated from the correct pronunciation of their owners. The French names should be transliterated dircctly from the correct French 

pronunciation, the German names from the correct German pronunciation, the Russian names from the correct Russian pronunciation , the British names from the King's English pronunciation, and so on. The Chinese translations of “England”, "France”, “Germany”, “Italy”,“London”, “Paris”,“Berlin” and “Rome” are correct ones according to this rule.


But we have had a wrong conception or a bad habit of transliterating all the names of persons and places in the world indiscriminately from the English spelling or English pronunciation, as if English were the only foreign language to represent all the proper names. Many non-English names have been transliterated, from the English spelling, e.g. ' Munich,Warsaw and Moscow, etc.


In many cases,however, it is rather difficult in translation to keep this rule or following the pronunciation of the owners of the proper names. No translator can speak all the languages in the world. Often one fails to get from the English spelling the correct names of their owners. Again, many persons and places in the Far East and Southeastern Asian countries where there are a great number of overseas Chinese, such as Japan, Korea, Indo-China, Thailand, Burma, India, Indonesia, rhe Philippines, etc. , have their names originally in Chinese. But the pronunciation of the Chinese characters abroad is different from that at home. Their names are rendered into English spelling according to the native pronunciation of the Chinese characters and are therefore quite different from what they ought to be in our pronunciation. For instance, Hatoyama①,Tokyo, Hiroshima② ,Kim II SunR③,Seoul, Ho Chi Minh, Saigon, Rangoon, Bombay, Bandung, etc.


To Use the Standard Pronunciation of the Chinese Character; Chinese characters are all monosyilabic with a single sound. The only remedy for this great confusion in translation is to fix certain Chinese characters to a certain syllable of foreign names. This work has been done by the Hsinhwa④ News Agency, whose achievements led to the drawing up of a list of Chinese characters for transliteration, which will be of great help to translators in general.


To Adopt the Established Popular Translated Names:Some places have ancient and modern names, take India⑤ for example, it has two ancient translated Chinese names & a modern one. Both the old and new names can be found in Chinese books, what shall we do? Of caurse we shall take the modern name instead of the ancient. Let the scholars of old classics use the ancient names in their research work.
