对于美国政府极限施压、动辄加征关税的行为，中国的态度很明确：谈，大门敞开；打，奉陪到底。贸易战没有赢家，中方不愿打，但也不怕打，必要时不得不打，我们有决心、有能力捍卫自身合法正当权益。当前中国经济基本面稳中向好，产业体系完整、市场规模巨大，中方对自身经济的承压能力、抗风险能力有足够自信，已备足政策工具箱，做好了全面应对的准备。但中方仍希望美方能够改弦更张，重新回到双边经贸磋商的正确轨道，同中方共同努力，相向而行，在相互尊重、平等相待、诚信守诺的基础上继续推进谈判，争取达成互利双赢的协议。

Facing the extreme pressure from the U.S. government and the arbitrary use of additional tariff, China's stance has been clear: We are willing to talk, but ready to fight. There will be no winner in the trade war. China doesn't want a war. But we are not afraid of it. Under certain circumstances, we have no choice but to fight.

China has the resolve and the capability to fight for its legitimate and rightful interest. Currently, the fundamentals of China's economy are good. We have a comprehensive industrial system and a massive domestic market. We have enough policy tools in reserve, and we are prepared to face up to the challenges.

However, the Chinese side still hopes that the U.S. side could change course and return to the right track, which is negotiation and consultation. We hope that the U.S. side can make efforts as well towards the same direction with the Chinese side, and make progress in the negotiation on the basis of mutual respect, equality and honesty, so as to make an agreement that benefit both sides possible.

　　第三，中方将坚定不移推动改革开放，坚定维护自由贸易原则和多边贸易体制。中美经贸摩擦表面上是贸易问题，实质上是开放融通和封闭保护两种理念之间的较量。中方始终认为，单边主义和保护主义解决不了贸易问题，只会制造新的问题。全球化是时代潮流，不可阻挡。世界各国应该携起手来，通过合作做大国际经贸的蛋糕，通过友好协商分好蛋糕。

Thirdly, China will stay committed to reform and opening-up, and firmly uphold free trade principles and the multilateral trade regime.

The friction between China and the U.S. seems to be about trade, yet in nature, it is a clash of two beliefs. One is about openness and connectivity, while the other is about inward-looking and protectionism. The Chinese side has always believed that instead of fixing problems in international trade, unilateralism and protectionism will only create even more problems. Globalization is the trend of our time. Nobody can stop or reverse it. Members of the international community should work together to make bigger pies through cooperation and share the benefit of global trade through friendly consultation.

　　去年是中国改革开放40周年。过去40年来中国经济取得巨大成就靠的就是改革开放，未来中方推动经济高质量发展仍然要靠改革开放。在刚刚过去的第二届“一带一路”国际合作高峰论坛上，习近平主席再次宣布进一步扩大开放的五大举措，促进更高水平的对外开放。我们将进一步扩大外资市场准入，增加商品和服务进口，重视对外开放政策贯彻落实。中方将与包括印尼在内的国际社会一道，以实际行动坚定支持经济全球化，共同维护多边贸易体制和规则，推动国际贸易秩序早日回到良性轨道上来。

Last year we celebrated the 40th anniversary of China's reform and opening-up. In the past 40 years, reform and opening-up delivered remarkable achievements for China's economy. In the future, China still needs reform and opening-up to promote high-quality growth. During the second Belt and Road Forum for International Cooperation not long ago, President Xi Jinping again announced five major measures to promote further and high-quality opening-up. China will give greater market access to foreign capital, increase import in goods and services and give priority to policy implementation regarding opening-up. China will work with members of the international community, including Indonesia, to uphold multilateral trade rules and regime, and steer the global trade order back to a good track as soon as possible.
