Secondly, we must adhere to the way that solves issues through dialogues and negotiations. Force cannot resolve disputes, and will only lead to larger disasters. Dialogues and negotiations are the only ways to resolve disputes and are the sensible choices of all parties. Reviewing the process of resolving the Korean Peninsula nuclear issue, as long as all parties persist in dialogues and negotiations, the situation on the Korean Peninsula will maintain stability and progress will be made in denuclearization. During the five-year negotiations from 2003 to 2007, all parties have successively reached three joint documents, especially September 19 Joint Statement in 2005 which set the "road map" for the comprehensive abandonment of nuclear weapons of the DPRK and the peace in the Korean Peninsula. It is still of great significance till now and has been reaffirmed in all previous UN Security Council resolutions concerning DPRK. However, after the breakdown of the negotiations and dialogues in 2008, the situationon the Korean Peninsula has been gradually getting out of control. The DPRK has continued to accelerate the process of the development of nuclear missiles, having consecutively carried out four nuclear tests and dozens of missiles tests. Thus, we expect all the parties to effectively increase the input in political solutions as well as dialogues and consultations based on the requirements of the UN Security Council resolutions.

第二是坚持对话谈判的解决道路。武力解决不了分歧，反而会造成更大灾难，对话谈判是唯一出路，也是各方明智选择。回顾解决半岛核问题的历程，只要对话谈判仍在进行，半岛局势就能保持基本稳定，无核化的努力就有望取得进展。2003年到2007年5年对话谈判期间，各方相继达成三份共同文件，特别是2005年的《9?19共同声明》，制定了朝鲜全面弃核以及实现半岛和平的路线图，至今仍具有重大积极意义，也被历次安理会涉朝决议所重申肯定。而在2008年对话谈判中断之后，半岛形势逐渐失控，朝鲜不断加快核导开发进程，连续进行了4次核试验和数十次导弹试射。因此，我们希望各方都根据安理会决议的要求，切实加大对政治解决与对话协商的投入。

China is not the direct side involved in the conflict of the Korean Peninsula issue. China does not hold the key to solving the Korean Peninsula nuclear issue. As a near neighbor to the Korean Peninsula over the years, China has made unremitting efforts and played a unique role in promoting to solve the Korean Peninsula nuclear issue through negotiations with a responsible attitude of safeguarding the peace and regional stability of the Korean Peninsula. It was exactly because of China's promotion and supports from all the parties that the Korean Peninsula nuclear issue could develop from trilateral talks to six-party talks. Facing the current situation, China is willing to work with all the parties to continue to make new contributions to solving the Korean Peninsula nuclear issue.

中国不是半岛问题的直接矛盾方，解决半岛核问题的钥匙也不在中国手里。但是多年来，中国作为半岛近邻，本着对半岛和平和地区稳定负责任的态度，为推动谈判解决半岛核问题作出了不懈努力，发挥了独特作用。正是在中国推动和各方支持下，半岛核问题从三方会谈发展为六方会谈。面对当前局势，中国仍愿同各方一道，继续为解决半岛核问题作出新的贡献。
