6.要做非洲人民的朋友和合作伙伴，最基本的是多做实事、好事，少说空话。中方一方面同非洲国家人民进行合作，把他们潜在的资源、能源优势转变为实实在在的发展优势。另一方面，我们同非洲国家人民合作， 共同修建铁路、公路、桥梁，改善他们的基础设施，为老百姓谋福利。

To be Africa's friend and partner, one should do more concrete and good things for Africa and save the empty talk. China’s cooperation with African countries has helped African countries to translate its latent advantage in energy and resources into real advantage in development. We have also helped African countries build railways, roads and bridges, thus improving infrastructures in African countries. And all these have brought real benefits to the African people.

 

7.新八项举措既立足当前、帮助非洲国家解决实际困难，也着眼长远、促进非洲实现可持续发展，符合非洲改善民生和提高发展能力的诉求以及全面推迸中非关系的共同需要，充分体现了中国愿在国际金融危机背景下与非洲同舟共济、共克时艰的精神。

The eight new measures are aimed at helping African countries address current difficulties and achieve long-term sustainable development. They serve African countries' endeavor to improve people's livelihood and enhance development capability, and meet our common aspiration to comprehensively promote China-Africa relations. They fully demonstrate China’s commitment to working with Africa and jointly overcoming difficulties in the face of the international financial crisis.

 

8.中方愿加大支持发展中国家区域一体化建设，扩大同非盟、阿盟、南盟等发展中国家组织的关系，继续推动在中非合作论坛、中阿合作论坛框架内开展多样化交流与合作。

China will give more support to regional integration endeavor of developing countries and expand relations with the African Union, League of Arab States, South Asian Association for Regional Cooperation and other organizations of developing countries. China will also continue to promote diverse exchanges and cooperation within the framework of FOCAC and China-Arab States Cooperation Forum.

 

9.今年发生多起中国籍或中资外籍船舶被海盗劫持事件，中国船舶和人员的安全面临严重威胁。根据联合国安理会有关决议并参照有关国家做法，中国政府决定派海军舰艇赴业丁湾，索马里海域实施护航，主要任务是保护航经该海域中国船舶、人员安全，保护世界粮食计划署等国际组织运送人道主义物资船舶的安全。中国舰艇将严格按照联合国安理会有关决议和相关国际法执行护航任务，也愿与有关国家的护航舰艇开展合作，必要时参与人道主义救援行动。

This year，several ships registered in China or owned by Chinese companies were hijacked, with the safety of Chinese ships and crew on board under severe threat. In light of UN resolutions and the practice of relevant countries, the Chinese government decides to send convoy fleet to the Aden Gulf and seas off the Somali coast. Their major task is to protect Chinese ships and crew on board as well as ships carrying humanitarian relief material for the international organizations including the World Food Programme. Chinese naval vessels will strictly follow UN Security Council resolutions and international laws to carry out escorting operations. They stand ready to work with convoy warships of other countries and take part in humanitarian relief tasks when necessary.

 

10. 2010年4月11□至15日，苏丹举行全国大选。这是苏北南双方落实《全面和平协议》的重要步骤，也是苏方为促进民族和解及团结所作的积极努力。中国派出观察团监督了大选。我们高兴地看到，人选总体平稳、有序，各方对此反应积极。相信大选的顺利举行将有利于推进苏北南和平进程，有利于实现苏及地区的和平、稳定与发展。中方愿与国际社会一道，继续为推动苏北南和平进程发挥积极和建设性作用。

The elections in Sudan from April 11 to 15, 2010 is an important step to implement the Comprehensive Peace Agreement between the north Sudan and the south Sudan. It is also a positive endeavor of Sudan to achieve ethnic reconciliation and solidarity. China has sent observers to the elections. We are glad to see that the elections proceeded in a smooth and orderly way and are well-received. We believe the successful elections will promote the peace process in Sudan and contribute to peace, stability and development in the country and the region as a whole. China is ready to work with the international community to play a positive and constructive role in the process.
