1.近年来，中国同拉美国家政治互信不断增进，互利合作持续扩大，人文交流日益半富，在国际事务中保持密切沟通与协调，中拉关系呈现全面快速发展的良好势头。胡锦涛主席此次访问对于促进中国与拉美的友好关系，深化互利友好合作，推动中拉关系全面发展具有重要意义。

China and Latin American countries enjoy greater political mutual trust, wider mutually beneficial cooperation and broader cultural exchanges and maintain close communications and coordination in international affairs in recent years. China-Latin America relationship shows a sound momentum of all-round rapid development. The visit of President Hu Jintao is of great importance to strengthening the friendly relations, deepening mutually beneficial cooperation and advancing the comprehensive progress of China-Latin America relations.

 

2.中国关注拉美和加勒比地区发展。近年来，拉美各国政府和人民致力于推动经济社会发展，维护地区和平稳定，促进团结合作。拉美整体实力不断增强，同世界其他地区的联系更加密切，成为国际舞台上一支越来越重要的力量。

China follows closely the development of the Latin American and Caribbean regions. In recent years, the governments and people of Latin American countries are committed to boosting economic and social development, safeguarding regional peace and stability, and promoting solidarity and cooperation. The overall strength of Latin America increased steadily. Latin America is more closely linked with the rest of the world and has become an increasingly important force in the international arena.

 

3.中国一贯从战略高度重视发展同拉美的友好合作。中国希望和拉美成为可信赖的全天候朋友、互利共赢的合作伙伴、不同文明积极对话的典范。 

China has always attached great importance to the development of friendly cooperation with Latin America from a strategic height. China hopes to become a reliable and all-weather friend of Latin America, a partner for mutual benefit 

and win-win results, and make the China-Latin America partnership a model of dialogues among different civilizations.

 

4.自2004年胡锦涛主席对拉美访问以來，中拉保持着频繁的高层交往，中国同拉美国家和地区组织的磋商和对话制度不断完善，在涉及彼此核心利益和重大关切的问题上相互理解、相互支持。中拉利益融合达到了前所未有的深度，双方关系水平达到了前所未有的高度。中拉已成为真正的好朋友、好伙伴。

Since President Hu Jintao's visit in 2004, China and Latin American countries have maintained frequent high-level exchanges. The consultation and dialogue mechanisms between China and Latin American countries and regional organizations are being constantly improved. China and Latin American countries understand and support each other in relation to each other's core interests and issues of major concern. The integration of interests of China and Latin America reached an unprecedented depth. Bilateral relations between the two sides reached an unprecedented height. China and Latin America countries have become real friends and good partners.

 

5. 中国作为最大的发展中国家，拉美作为世界上重要的发展中地区，双方更加紧密地闭结起来，开展更高层次、更宽领域、更高水平的合作，既是时代潮流的要求，也是各自发展的需要。中国愿同拉美和加勒比国家一道，努力构筑双方平等互利、共同发展的全面合作伙伴关系。

China, as the largest developing country, and Latin America, as one of the world's major developing regions, should draw closer together and cooperate at a higher level and in broader areas. This is not only in line with the trend of the times but also out of each other's needs for development, China is ready to work together with Latin American and Caribbean countries to develop comprehensive cooperative partnerships featuring equality, mutual benefit, and common development.

 

6. 中巴1974年建交以来，两国关系发展顺利。1993年巴西成为第一个同我国建立战略伙伴关系的发展中国家。2004年胡锦涛主席和卢拉总统成功互访，两国关系进人新的发展时期。两国高层交往密切，政治互信加深， 双边合作机制日臻完善，在国际亊务以及重要多边机制中保持密切沟通和配合。双方将签署两国政府《2010年至2014年共同行动计划》和涉及文化、科技、质检、能源、金融等领域的多项合作文件。

China-Brazil relations have progressed steadily since the two countries established diplomatic ties in 1974. Brazil became the first developing country entering into strategic partnership with China in 1993. The successful exchange of visit between President Hu Jintao and President Lula in 2004 marks a new development stage of bilateral ties. The two countries enjoy frequent high-level contacts, deepening political mutual trust, improving bilateral cooperative mechanism, and close communication and collaboration in international affairs and key multilateral mechanisms. The two sides will sign a 2010-2014 Joint Action Plan and a number of cooperation documents on culture, science and technology, quality inspection, energy and finance.
