1.在新年伊始访问非洲国家，是中国外长延续多年的传统，体现了我们对加强间非洲闰家友好合作关系的高度重视。此次访问达到了增进瓦信， 扩大合作、加深了解、弘扬友谊的目的。非洲人民的热情友好和对中国人民的深情厚谊都给我留下了深刻印象。

Visiting Africa at the beginning of every yeur has been a tradition of Chinese foreign minister for many years. It shows we attach great importance to strengthening friendship and cooperation with African countries. This visit achieved the goal of strengthening mutual trust, expanding cooperation, deepening understanding and carrying forward friendship. I was deeply impressed by African people's warm hospitality and their profound friendship towards the Chinese people.

 

2.在2006年11月举行的中非合作论坛北京峰会上，中非双方共同确立政治上平等互信、经济上互利共赢、文化上交流互鉴的中非新型战略伙伴关系，开创了中非关系的新局面。胡锦涛主席在会上提出的有关贸易、投资和人员交流的中非合作八项举措都已得到全面落实。

At the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC) in November 2006. China and Africa jointly established a new type of strategic partnership of political equality and mutual trust，economic win-win cooperation and cultural exchanges, opening a new chapter in China-Africa relationship. Eight measures covering trade, investment, and personnel exchanges announced by President Hu Jintao at the summit have been fully implemented.

 

3.2009年11月，论坛第四届部长级会议通过的《中非合作论坛-沙姆沙伊赫行动计划（2010至2012年）》，对未来三年中非各领域合作作出全面规划。温家宝总理代表中国政府宣布的推进对非务实合作的新八项举措体现了中国帮助非洲国家早日实现联合国千年发展目标的决心。

In November 2009，the fourth Ministerial Meeting of FOCAC adopted the Forum on China-Africa Cooperation Sharm el-Sheikh Action Plan (2010-2012), a comprehensive plan for China-Africa cooperation in all areas in the coming three years. The eight new measures on promoting China-Africa practical cooperation that Premier Wen Jiabao announced on behalf of the Chinese government demonstrate the commitment of China to helping African countries achieve the UN Millennium Development Goals at an early date.

 

4.对非合作新八项举措涉及应对气候变化、加强科技合作、增强非洲融资能力、扩大对非洲产品开放市场、深化农业、医疗卫生、教育和人力资源开发合作、扩大人文交流等多个领域，内容丰富、新颖全面，是新形势下根据中非合作的发展方向和广大非洲国家的实际需要制定的。

The eight new measures on cooperation with Africa cover a wide range of areas, such as tackling climate change, increasing cooperation in science and technoJogy, strengthening financing capacity of Africa, expanding market access for African products, deepening cooperation in agriculture, medical service, public health, education and human resources development, and broadening cultural exchanges and people-to-people contact. These measures are substantive, innovative and comprehensive. They are designed in line with the goals of China-Airica cooperation and the practical needs of the vast number of African countries.

 

5.中方将继续本着“真诚友好、平等协商，统筹规划、普遍受益，循序渐进、高效务实”的原则，同非洲朋友一道，认真落实好部长级会议各项成果，推动中非务实合作更上一层楼，给中非人民带来实实在在的利益。

In line with the principles of sincere friendship, equal consultation, comprehensive planning, universal benefits, gradual progress, high efficiency and practical results. China will continue to work with our African friends to earnestly implement the outcomes of the ministerial meeting, raise China- Africa practical cooperation to a higher level and bring real benefits to the Chinese and African people.
