　　2019年10月1日，全球目光聚焦中国举国欢庆新中国70周年华诞盛典。人们赞叹新中国取得的辉煌成就，不禁追问中国何以短短70年创造人间奇迹，秘诀何在。70年春华秋实，中国的成功关键在于“有四个一”。

On October 9th, Chinese Ambassador to Sudan Ma Xinmin publishes an signature article titled Secrets Behind China's Miracles for the China Focus Column on Sudan Vision. The full text is as follows:

The grand ceremonial events held nationwide to celebrate the 70th anniversary of the founding of the People's Republic of China on the National Day, October 1, 2019, come under the global spotlight. Marveling at the brilliant achievements China has made, people may be curious to know the secrets behind China's miracles in such a short time span of seven decades. The key to China's spectacular success over the fruitful seven decades lies in "four secrets".

　　有一个坚强的领导核心，就是中国共产党。中国共产党作为执政党，始终坚守为人民谋幸福、为民族谋复兴、为世界谋大同的初心使命，发挥着总揽全局、协调各方的领导核心作用。中国共产党全面领导国家。“党政军民学，东西南北中，党是领导一切的。”正是中国共产党的坚强领导，才能把各部门、各区域、各领域、各方面统筹协调起来，形成合力，有效推进各项事业；才能把各民族、各党派、各团体、各阶层利益协调起来，万众一心，形成全国一盘棋。

The first is the role of the Communist Party of China (CPC) as a powerful leadership core. The ruling CPC has been staying true to its original aspiration of seeking benefits for Chinese people, realizing the rejuvenation of the Chinese nation and pursuing the common good of the world, and been committed to its role as a leadership core to exercise overall leadership and coordinate the efforts of all involved. The CPC governs the country in all aspects. "The CPC exercises overall leadership over all areas of endeavor in every part of the country". It is CPC's firm leadership that coordinates all departments, regions, sectors and all sides to create a synergy for practical progress in various causes, strikes a balance between the rights and interests of all ethnic groups, parties, groups and classes, and unifies all Chinese people as one to ensure overall planning and nationwide concerted efforts.

　　有一个优越的制度，就是中国特色社会主义制度。正如习近平主席所说：“中国特色社会主义制度是当代中国发展进步的根本制度保障，是具有鲜明中国特色、明显制度优势、强大自我完善能力的先进制度。”人民代表大会根本政治制度保证了亿万人民当家作主，有效管理和广泛参与国家治理和社会治理；以公有制为主体，多种所有制经济共同发展的基本经济制度解放和发展了社会生产力，保障了经济长期快速发展；中国共产党领导的多党合作和协商制度、民族区域自治制度、基层民主自治制度等基本政治制度，有效调节了国家的政党关系、民族关系、宗教关系、阶层关系，增强了民族凝聚力，保证了社会长期稳定、国家长治久安；中国特色社会主义法律制度和推行全面依法治国，维护了公民基本权利和社会公平正义，有效制约监督了国家权力，确保国家在法治轨道运行。上述制度以及在此基础上的文化、社会、生态文明建设等制度，保证了国家治理的科学化、专业化和现代化以及民主和效率的统一。

The second is the superiority of the system of socialism with Chinese characteristics. As Chinese President Xi Jinping pointed out, "the system of socialism with Chinese characteristics is a fundamental institutional guarantee for progress and development in China today, and an advanced system with distinct Chinese characteristics, notable institutional strengths and a strong capacity for self-improvement". The fundamental political system of people's congresses guarantees the opportunity for hundreds of millions of Chinese people to become masters of their country, and effectively manage and extensively get engaged in state governance and social governance.

The basic economic system, whereby public ownership plays a dominant role and economic entities under diverse forms of ownership develop side by side, liberates and develops social productive forces to maintain long-term economic growth at a rapid pace.

Other basic political systems, such as the system of CPC-led multiparty cooperation and political consultation, the system of regional ethnic autonomy, and the system of community-level self-governance, effectively coordinate the inter-party relations, ethnic relations, religious relations and relations between people of different social strata, enhances national cohesion, and ensures the long-term social stability and the lasting peace and stability of the country.

The socialist system of laws with Chinese characteristics and the law-based governance safeguard citizens' fundamental rights and uphold social equity and justice, effectively restrain and supervise state power, and ensure the state is governed under the rule of law.

All abovesaid systems, together with other systems in respect to culture, society and building of an ecological civilization built thereon, make state governance scientific, professional and modernized and ensure both democracy and efficiency.
