The third is a package of policies suited to the national conditions. China upholds the policies for reform and opening-up to pursue innovation-oriented development. Chinese President Xi Jinping once remarked that "reform and opening-up was the key maneuver for determining the fate of contemporary China". The last is the sound development environment inside and outside the country. China has benefited from the long-term domestic peace and stability for its accomplishments. Stability overrides everything. Without national stability, economic and social development could not be possible. The fruits of development cannot be produced amidst flames of war. China has also benefited from a favorable external environment for its achievements. China stays committed to peaceful development and the national defense policy that is defensive in nature, advocates the community of a shared future for mankind, develops a new model of international relations featuring mutual respect, equity, justice and win-win cooperation, and is dedicated to maintaining world peace and fostering common development. With friends all over the world, China has established diplomatic ties with 180 countries and forged partnership with 110 countries and international organizations, enjoying a worldwide "circle of friends".
