中国有句俗语叫“要想富，先修路”。交通基础设施对一国经济社会发展至关重要。密克罗尼西亚联邦拥有众多有利的发展条件，但受制于落后的基础设施状况，相当一部分经济潜力不能得到充分发挥。而今天我们见证的波纳佩州二级公路和卡玛危桥改造项目，正是打破密联邦发展瓶颈的关键一步。中方将帮助密方在马德莱尼姆市修建六条公路，线路总长约8708米。本项目工期18个月。中方将帮助密方在奈特市修建一做新桥，新建桥梁长度为56米，两侧接线长100米。本项目工期10个月。我曾亲自考察这些路段，由于道路狭窄，坑洼不平，交通状况十分恶劣，交通安全难以保证。中国援建的二级公路和新卡玛桥建成后，将显著改善道路状况，减少通行时间，降低事故概率，还将有力改善当地环境，增加就业岗位，带动沿路的发展，为当地经济社会发展提供坚实保障。

As a Chinese saying goes, " if you want to get rich, build your roads first ". Transportation infrastructure is crucial to the economic and social development of a nation. The FSM has many favourable natural endowments for its development, however, subject to poor infrastructure, a fair amount of its economic potential cannot be fully tapped. The project of Pohnpei Secondary Road, the Groundbreaking Ceremony of which we are witnessing today, is exactly a key step to break the bottleneck of the FSM's development. The Chinese Government will help the FSM to build six sections of Roads in Madolenihmw, Pohnpei, with a total length of 8,708 meters. And the project will be finished within 18 months. The Chinese Government will help the FSM to build a new bridge in Nett, Pohnpei. The length of the new bridge is 56 meters and the length of the connection on both sides is 100 meters. And the project will be finished within 10 months. I have travelled those roads. Due to the narrow and uneven road, traffic conditions are very bad, and traffic safety is difficult to guarantee. After the completion of this China-aided Secondary Road and the new Kahmar Bridge, it will undoubtedly improve the road conditions, reduce the travel time and cut down road accidents. It will also effectively improve the local environment, promote employment, drive the development along the road, and provide a solid foundation for the sustainable social-economic development of local people.

By putting forward the important thought of the Community with a Shared Future for the Humanity, President Xi Jinping aims to hold high the belief that all countries are equal, regardless of their size, strength and wealth. Therefore, China will work with the international community to build a new type of international relations featuring mutual respect, fairness and justice, win-win cooperation, to make our world open and inclusive, clean and beautiful with lasting peace, common security, and common prosperity. This is the overall goal of China's major-country diplomacy with Chinese characteristics in the new era and the fundamental path forward for future development of the China-FSM relations.

　　建设“一带一路”是推动构建人类命运共同体的创新实践。丝路精神的核心是和平合作、开放包容、互学互鉴、互利共赢。自2013年习近平主席提出“一带一路”倡议以来，“一带一路”建设已成为当今世界规模最大的国际合作平台和各方普遍欢迎的全球公共产品。包括密联邦在内的全球100多个国家和国际组织积极支持和参与“一带一路”建设，一大批有影响力的标志性项目成功落地。波纳佩州二级公路对落实两国元首巴新会晤共识、共建“一带一路”具有十分重大的意义。中方视密方为“一带一路”建设重要伙伴，愿帮助密方加强基础设施建设。中方将继续秉持习近平主席提出的正确义利观、真实亲诚方针和“授人以渔”理念，在基建、经济技术援助和农业、渔业合作传统领域基础上，加大对科学、教育、文化、卫生、民间交往等领域投入，与密方广泛开展合作，共同努力建设“一带一路”和人类命运共同体。

To pursue the Belt and Road Initiative is an innovative practice of building the Community with a Shared Future for the Humanity. The legacy of the Ancient Silk Road centers on peace and cooperation, openness and inclusiveness, mutual learning and mutual benefit. Since its introduction in 2013 by President Xi Jinping, the Belt and Road Initiative has become the broadest platform of international cooperation and a popular international public good. More than 100 countries and international organizations, including the FSM, vigorously support and participate in its pursuit. A substantial number of symbolic projects with significance have been successfully completed. Pohnpei Secondary Road Project is of great importance to the implementation of the consensus at the PNG summit reached by our two heads of state to jointly pursue the Belt and Road Initiative. China regards the FSM as an important partner under the Belt and Road Initiative and is willing to help the FSM in infrastructure construction. China will continue to uphold the values of friendship, justice and shared interests as well as the principles of sincerity, practical results, affinity and good faith, along with the idea of "helping friends to know how to fish instead of just giving fishes", all put forward by President Xi Jinping. In addition to the existing cooperation in the traditional areas of infrastructure, economic technology, agriculture and fishery, China is ramping up assistance to the FSM in new areas like science, education, culture, health, and people-to-people exchanges, etc. China will work hard with the FSM in wide areas to jointly pursue the Belt and Road Initiative and build the Community with a Shared Future for the Humanity.
