近年来，中国经济保持中高速增长，增速在世界前五大经济体中居于首位，经济基本态势持续向好。中国经济结构更加优化，去年消费对经济增长贡献率达到76.2%。经济发展的新动能快速成长，产业结构持续升级，发展质量不断提高。2018年中国对世界经济增长贡献接近30%，连续十几年成为世界经济主要发动机。货物进出口总额持续攀升。中国人民的生活从短缺走向充裕、从贫困走向小康。按现行联合国标准，中国已有7亿多贫困人口成功脱贫，占同期全球减贫人口总数70%以上。今年3月“两会”期间，中国颁布了外商投资法，此法的实施将更好地保护知识产权和吸引外商投资。“两会”传递了明确的信号，中国将进一步扩大开放，推动经济高质量发展。

In recent years, China's economy has maintained a medium-to-high speed of growth, ranking first among the world's top five economies in terms of growth rate. The economic fundamentals continue improving. China's economic structure has been further optimized with consumption contributing 76.2% to last year's economic growth. New drivers of economic growth are growing fast, the industrial structure is being upgraded and the quality of development is improving. China contributed nearly 30 percent to world economic growth in 2018 and has remained a major engine for the world economy for more than a decade. Its total volume of imports and exports has kept rising. The Chinese people have moved from a life of scarcity to abundance and from poverty to a well-off life. According to the current UN standard, China has successfully lifted over 700 million poor people out of poverty, accounting for more than 70 percent of the global poverty reduction population in the same period of time. During the "Two Sessions" (the session of the National People's Congress and the session of the Chinese Political Consultative Conference) in March this year, China enacted a foreign investment law, which will better protect intellectual property rights and contribute to attracting foreign investment. The Two Sessions sent a clear signal to the world that China will further open up and promote high-quality economic development.

　　文莱是中国隔海相望的友好邻邦，自古便是海上丝绸之路的重要组成部分。中国政府高度重视发展同文莱关系。自1991年建交以来，两国政治互信不断深化，务实合作稳步推进，在国际和地区事务中相互支持和配合。去年中文贸易额增长86%，在东盟国家中与中国贸易增速最快。中国在文最大投资恒逸项目建设目前进展顺利，该项目将为文莱经济多元化发展做出贡献。去年11月，习近平主席对文进行国事访问，同苏丹陛下一道将中文关系提升为战略合作伙伴关系。两国元首见证了共建“一带一路”合作规划文件的签署，为两国“一带一路”等双边合作进一步指明了方向。

Brunei is China's friendly neighbor across the sea as well as an important link along the ancient maritime Silk Road. The Chinese Government attaches great importance to the development of its relations with Brunei. Since the establishment of their diplomatic relations in 1991, China and Brunei have deepened political mutual trust, steadily advanced practical cooperation, supported and collaborated with each other on regional as well as international issues. China-Brunei trade volume increased by 86 percent last year. The growth speed is fastest among China and ASEAN countries. Hengyi PMB Petrochemical Project, the biggest Chinese investment in Brunei, is undergoing smoothly and will contribute to the diversification of Brunei's economy. President Xi Jinping paid a state visit to Brunei last November, when the two heads of state upgraded the bilateral relations to the Strategic Cooperative Partnership and witnessed the signing of a cooperation MOU for Bilateral Plan on Jointly Promoting Cooperation within the Framework of the Belt and Road Initiative, which charts the course for the bilateral cooperation between the two countries.

　　当前，中国和文莱分别处于实现“两个一百年”奋斗目标和实现“2035宏愿”的重要时期。中国愿同文莱继续增进政治互信，加强发展战略对接，建设好重点合作项目，拓展务实合作领域，发掘新的合作增长点。相信苏丹陛下赴华与会，必将有力推动两国在“一带一路”框架下的合作，为两国人民和两国关系发展创造更加美好的未来。

As China is working for the "two centenary goals" of national development and Brunei is pursuing Wawasan 2035, China will continue to work with Brunei to enhance political mutual trust, strengthen development strategy docking, build well key cooperation projects, expand practical cooperation areas and explore new cooperation growth points. China and Brunei will work together within the BRI framework, I believe His Majesty the Sultan's successful visit to China and attendance of the Forum in China, will further promote the BRI cooperation between our two countries, creating a better future for the two peoples and the development of our bilateral relations.
