四是具有概括性。译文要能够顾名思义，或者经得起解释。请看这样 一段英文：

Launch of the " 100,000 Strong: U.S. Students in China”Initiative:

Secretary Clinton launched the“ 100,000 Strong”Initiative，which was announced by President Barack Obama during his November 2009 visit to China. The Initiative promotes mutual understanding through encouraging private-sector student exchanges and aspires to have 100,000 American students study in China over the next four years.

其中的100，000 Strong,笔者看到有报纸上翻译为“十万强”。这种译法就无法顾名思义，也经不起解释：“强”如何与数量之大联系起来？如果译为“十万之众”，则听起来有意义，也可以和“人多”联系起来。汉译英时，经常看到词不达意的情况，比如，把“科学发展观”翻译为 scientific outlook on development 就无法理解，因为 outlook 是指“前景” (economic outlook)或个人的主观看法（Marxist outlook on religion)，无法与scientific搭配。“科学发展观”是指在做出发展决策的时候，要充分论证，不拍脑门；所以较好的译法是 the concept of evidence-based development, the concept of science-based development，或 a scientific approach to development。也不能翻译为scientific development,那是指“科技的发展”。

原文： 积极实施和完善“一省两地”产业发展战略（“一省”是指新兴工业省，“两地”是指热带高效农业基地、热带滨海旅游度假胜地） 

译文：

Our strategy is to develop Hainan into an industrialized province，a strong centre of tropical agriculture，and a beach vacation destination ( “ One Province，Two Pillars”).

这里的“一省两地”显然是比照“一国两制”提出来的，但中文的“两地”用英文如何概括才能包含“基地”和“圣地”的意思？ two places 显然不行。经过分析，发现热带农业和旅游业都是支柱产业，所以概括为 One Province，Two Pillars.
