不久前召开的中国共产党第十九届四中全会，通过了《关于坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化若干重大问题的决定》。《决定》提出，“一国两制”是党领导人民实现祖国和平统一的重要制度，坚持“一国”是实行“两制”的前提和基础，“两制”从属派生并统一于“一国”，必须严格依照宪法和基本法对香港特别行政区、澳门特别行政区实行管治，维护香港、澳门长期繁荣稳定。

In the recently convened Fourth Plenary Session of the 19th Central Committee of the Communist Party of China, an important decision was adopted to uphold and improve the socialist system with Chinese characteristics, to promote the modernization of the national governance system and governance capacity. The session proposed that the "one country, two systems" policy, as a fundamental and significant measure to ensure national peace and unity, should be strongly reinforced. The Hong Kong and Macao SARs must be governed in accordance with the constitution and the Basic Law, to safeguard prosperity and stability in the regions as well as establishing well-rounded law enforcement mechanisms.

　　“一国两制”作为中国的一项伟大创举，已被实践证明是维护香港和澳门长期繁荣稳定的最佳制度安排，是处理类似历史遗留问题的最佳解决方案，是实现祖国和平统一的最佳方式。“一国”是实现“两制”的前提，维护好“一国”才能确保“两制”取得成功。质疑“一国”的必要性是对中国主权和领土完整的挑战，也是对澳门回归祖国以来取得辉煌成就根本原因的忽视。

As a principle formulated by China, "One country, two systems" has proven to be the best institutional arrangement for maintaining long-term prosperity and stability in Hong Kong and Macao, the best solution for dealing with the legacy and questions of the past, and the best system for achieving the reunification of China.

'One country' is the fundamental basis from which 'two systems' becomes possible. 'One country' must, therefore, be safeguarded for 'two systems' to be successful. Questioning the necessity of 'One Country' constitutes a challenge to China's sovereignty and its territorial integrity. It is also an affront to the success Macao has enjoyed since its return to the motherland.

　　近年来，国际上一些反华势力不愿看到中国的发展，不愿看到“一国两制”的成功，不愿看到中国人民过上好日子，千方百计在香港、新疆、台湾等问题上制造事端。继出台“香港人权与民主法案”之后，近日美国国会众议院再次审议通过“2019年维吾尔人权政策法案”，这是对中国内政的又一次粗暴干涉。对此我们表示强烈愤慨，坚决反对。美国有关做法蓄意抹黑中方反恐和去极端化举措，只会进一步暴露其在反恐问题上的双重标准，只会让中国人民进一步看清其伪善面目和险恶用心。

In recent years, some anti-China forces in the world do not want to see China's development .They have used Hong Kong, Xinjiang and Taiwan as weapons to overshadow the successes of "one country, two systems", the improved living standards enjoyed by the Chinese people, and China's broader development.

Following the passing of the Hong Kong Human Rights and Democracy Act, the House of Representatives of the United States (US) once again reviewed and passed the Uyghur Human Rights Policy Act of 2019 recently.

We strongly oppose these moves which complicate China's efforts in counter-terrorism and de-radicalization. All they achieve is the revealing of a US double standard on counter-terrorism, as well as showing the Chinese people the hypocrisy of US intentions.

　　今日之中国，早已不是百年前那个积贫积弱、任人欺凌的中国。今日之中国，完全有信心、有能力排除一切干扰，在澳门和香港谱写新时代“一国两制”成功实践的新篇章；也完全有信心、有能力战胜一切挑战，粉碎一切破坏祖国统一和民族团结、遏制中国发展进步的图谋。中华民族走向富强和振兴的历史进程是任何力量也阻挡不了的。

Today's China is not the impoverished, weak and bullied China of the past. The China of today has the confidence and ability to eliminate all interference and open new chapters in the success of "one country, two systems" in Macao and Hong Kong.

We are also fully confident and able to overcome all challenges, whether they seek to undermine the reunification and unity of our nation, or to hamper China's development and progress. The history of China's growing prosperity and the rejuvenation of the Chinese nation are too strong to be stopped by any force.

　　澳门和香港在促进中新务实合作方面发挥了重要作用，港澳长期繁荣稳定符合包括新西兰在内的国际社会共同利益。在祖国的全力支持下，在所有爱国、爱港、爱澳人士的支持下，我们相信香港、澳门将保持长期繁荣稳定，“东方明珠”必将更加熠熠生辉。

Hong Kong and Macao also play an important part in cooperation between China and New Zealand. The continued stability and prosperity of Hong Kong and Macao under "One Country, Two Systems" is in the interests of both China and the world, including New Zealand.

With the full support of the motherland and the common efforts of people who love both the motherland and Hong Kong, Macao, we are confident Hong Kong and Macao will enjoy peace and prosperity and the "oriental pearl" will shine even brighter.
