第三，以贸易畅通为亮点，扩大开放共赢。贸易自由化、区域经济一体化是历史潮流。以邻为壑、损人利己的贸易保护主义和经济霸权主义只会让人类退回自我封闭的孤岛，使世界经济的海洋干涸。中方坚定支持贸易和投资自由化便利化，致力于构建开放型世界经济，愿同非洲各国通过“一带一路”合作，帮助非方更好融入全球价值链和产业链，也将进一步向非洲敞开大门，欢迎更多非洲企业参与中国各类博览会，共享贸易融通和市场开放的红利。

Thirdly, unimpeded trade broadens the spheres of opening-up and win-win. Free trade and regional economic integration are in line with the prevailing historical trend. Trade protectionism and economic hegemony which advocate the policies of beggar-thy-neighbor and benefiting oneself at others' expenses will send the human race back to isolated islands which will eventually dry up the ocean of the world economy. China resolutely supports trade liberalization and facilitation, and is committed to building an open world economy. We will cooperate with African countries through the BRI and help Africa to integrate into the global value and industrial chain, and further open our doors to Africa and welcome African businesses to participate in various expos to enjoy the dividends of unimpeded trade and market.

　　第四，以资金融通为助力，服务中非合作。当前中非投融资合作方兴未艾。中方从不在对非合作中附加政治条件，从不谋取政治私利，严格按照市场规则办事。中方愿依托“一带一路”专项贷款、丝路基金、中非发展基金、中非产能合作基金、非洲中小企业发展专项贷款等投融资平台，为中非共建“一带一路”提供资金支持。我们也希望与国际和非洲金融机构合作，创新投融资模式，解决非洲发展资金不足的问题。

Fourthly, financial integration contributes to China-Africa cooperation. China-Africa cooperation in financing and investment is growing rapidly. Abiding strictly by the rules of the market, China attaches no political conditions and seeks no political self-interests in its cooperation with Africa. China stands ready to provide financing for China-Africa BRI cooperation through the BRI special loans, the Silk Road Fund, China-Africa Development Fund, China-Africa Industrial Capacity Cooperation Fund, and the Special Loans for the Development of Africa's Small- and Medium-sized Enterprises. We also look forward to working with international and African financial institutions to innovate in investment and financing models to address the issue of capital deficit facing Africa's development.

　　第五，以民心相通为纽带，促进文明交流。中非人民虽有肤色语言之别，但在文明交流互鉴中各具魅力、美美与共。“一带一路”合作坚持以人民为中心，走的是“对话而不对抗、结伴而不结盟”国与国交往新路，旨在搭建不同文明平等相待、和谐共处的桥梁。中方愿进一步扩大中非在文化、教育和旅游等领域合作，为青年、妇女、媒体和智库交流搭建更多平台，拉近中非人民心与心的距离。

Fifthly, people-to-people affinity is a link facilitating inter-civilizational exchanges. Though different in complexion and languages, Chinese and African peoples have demonstrated their ability to coexist in harmony and appreciate each other's uniqueness in inter-civilizational exchanges and mutual learning. Cooperation under the BRI advocates a people-centered new path of international engagement that prefers dialogue to confrontation, and seeks partnership and non-alignment. We intend to build a bridge for equal treatment and harmonious coexistence between different civilizations. China is willing to expand cooperation with Africa in the areas of culture, education and tourism, and will create more platforms for the exchanges between youth, women, media and think tanks, so that the hearts of Chinese and African peoples will be closer.

　　企业是共建“一带一路”的直接参与者和建设者。今天参会的各位企业家都心系非洲这片广袤土地，为促进中非关系发展做出积极贡献。希望中非企业抓住“一带一路”释放的政策红利和投资机遇，投身非洲经济社会发展，推动中非合作提质增效。中方企业应坚持正确义利观，积极向非洲转让技术、发展经验和创造就业，把帮助非洲实现自主可持续发展同中国自身发展紧密结合，促进中非互利共赢和共同发展。

Businesses are the immediate participants and builders of the BRI. Business representatives present today have made great contributions to the development of China-Africa relations. I hope Chinese and African businesses will take the policy dividends and investment opportunities unleashed by the BRI, and devote themselves to Africa's economic and social development and uplift China-Africa cooperation to a higher level. Chinese businesses should stick to the righteous idea of justice and benefits to transfer technologies, development experiences and create employment, so that Africa's drive to achieve endogenous and sustainable development can be closely combined with China's own development, which will ultimately promote mutual benefits, win-win and common development.

The contemporary world is undergoing changes unforeseen in the past century. The 1.3 billion Chinese people are striving to build a moderately prosperous society and pushing ahead with a new round of high-level opening-up. The 1.2 billion African people are working tirelessly for the African dream of economic prosperity, national rejuvenation and social progress. I firmly believe that if China and Africa can join hands in cooperation under the BRI, greater progress will be made to keep China-Africa cooperation on a steady path to long-term development.
