Keynote Speech at the Belt and Road Dialogue for China-Africa Cooperation--Amb. Liu Yuxi, Head of Chinese Mission to the African Union

尊敬的非盟基础设施与能源委员阿玛尼，

尊敬的非盟贸易与工业委员穆昌加，

尊敬的埃塞俄比亚前总理海尔·马里亚姆，

非盟委员会主席特别代表奥廷加，

尊敬的国家发展改革委“一带一路”建设促进中心主任翟东升，

各位驻埃塞和驻非盟使节、国际组织代表，

各位企业家、女士们、先生们、朋友们：

　　今天，我们共聚一堂，共商中非“一带一路”合作，对接《2063年议程》。首先，我谨代表中国驻非盟使团向各位来宾表示热烈的欢迎！

　　本次对话会聚焦非洲互联互通，着眼数字经济、能源和产业发展等领域，携手应对非洲面临的基础设施、人才和资金等发展挑战，为中非企业互通商机、对接项目搭建交流合作平台。我期待与大家一道，畅所欲言，凝聚共识，共同开创中非“一带一路”合作的美好未来！

We are gathered here to discuss China-Africa cooperation on the Belt and Road Initiative and the interface between the BRI and Agenda 2063. First of all, allow me to extend a warm welcome to all the guests on behalf of the Mission of the People's Republic of China to the African Union.

Today's dialogue focuses on Africa's connectivity, digital economy, energy and industrial development, and aims to provide a platform for China and Africa to jointly address the challenges facing the development of infrastructure, human and financial resources and for Chinese and African businesses to explore cooperation opportunities. I am looking forward to sincere discussions that will build consensus to contribute to a better future of China-Africa cooperation under the BRI.

　　今天恰逢非洲自贸区协定生效。非洲自贸区是非洲经济一体化的重大成果，也是中非共建“一带一路”的重要内容。我愿借此机会向非盟和非洲各国表示热烈祝贺，祝愿非洲在和平与发展的道路上取得新的更大成就！

Today's dialogue coincides with the entering into force of the Agreement Establishing the African Continental Free Trade Agreement. The AfCFTA is a landmark achievement in Africa's economic integration, it is also an important part of China-Africa cooperation under the BRI. I would like to take this opportunity to congratulate the AU and its member states on this special occasion and wish you greater success on the path of peace and development.

Ladies and gentlemen, Dear Friends,

　　“一带一路”倡议提出5年多来，得到国际社会的广泛关注和踊跃支持。前不久，第二届“一带一路”国际合作高峰论坛在北京成功举办。参会各方共签署100多项多双边合作文件，取得283项务实成果，达成640多亿美元项目合作协议。新形势下，“一带一路”合作不断迸发出旺盛的生命力，根本原因在于其秉持共商、共建和共享理念，高举和平、发展、合作、共赢的旗帜，顺应世界多极化、经济全球化的潮流，植根各国对持久和平、普遍安全、共同繁荣、开放包容和清洁美丽世界的渴望，着眼构建人类命运共同体的美好愿景，是一条凝聚各方合作共识和发展憧憬的繁荣之路、开放之路。

Since it was proposed five years ago, the BRI has received wide-spread attention and support from the International Community. Recently, the 2nd Belt and Road Forum for International Cooperation was successfully held in Beijing, attaining over 100 bilateral and multilateral cooperation documents, 283 practical results and cooperation projects valued at more than US$ 64 billion.

Under new circumstances, the bursting vitality of cooperation under the BRI lies in our perseverance in common consultation, joint construction and shared results. By holding up the banner of peace, development, cooperation and mutual win in accordance with multi-polarization and economic globalization, the BRI is rooted in the people's yearning to build an open, inclusive, clean, and beautiful world that enjoys lasting peace, universal security, and common prosperity, and envisages a community with a shared future for mankind. It is a road of prosperity and openness featuring consensus and aspirations of all the participants.
