Opening a New Chapter of UN Peacekeeping to Honor Our Shared Commitments to Peace

　　今年是联合国维和行动部署70周年。维和行动应时代需求而生，因时代发展而变。面对新形势和新挑战，古特雷斯秘书长提出“为维和而行动”倡议，很有意义。中方支持联合国维和行动共同承诺宣言，相信宣言有助于凝聚会员国政治意愿，共同推动维和行动更好发展。中方对加强和改进维和行动有五点意见：

At the High-Level Meeting on Action for Peacekeeping

Mr. Secretary General,

Seven decades ago, responding to the call of the times, the United Nations (UN) began to deploy peacekeeping operations. Since then, UN peacekeeping has evolved with the times. In view of the latest developments and challenges, Secretary General António Guterres has launched Action for Peacekeeping (A4P), a commendable initiative. China supports the Declaration of Shared Commitments on UN Peacekeeping Operations in the hope that it will reinforce the political commitments of Member States to strengthen and improve UN peacekeeping. The key to more effective peacekeeping operations, in China's view, lies in the following:

　　一要坚持联合国宪章这一根本遵循。主权平等、不干涉内政、和平解决争端等宪章规定的原则，当事方同意等维和行动基本原则应该始终遵循。

　　二要紧扣政治解决这一根本目标。通过政治手段解决争端，是联合国维和的核心要义。政治优先应贯彻到每项维和行动的各个环节。

First, the UN Charter. It is the cornerstone of peacekeeping operations. The principles of sovereignty equality, non-intervention in domestic matters, and peaceful settlement of disputes are enshrined in the UN Charter. These principles, together with the need to secure the consent of the parties, must be adhered to at all times.

Second, political solutions. The ultimate goal of UN peacekeeping is to facilitate the settlement of disputes by political means. The primacy of politics should be reflected in every aspect of the peacekeeping operations.

　　三要改进安理会授权这一行动总纲。维和行动授权要现实可行，精准施策，避免一味求全求大。会员国要及时向维和行动提供与授权相匹配的资源，同时也要监督和提髙使用效率。

　　四要谋划建设和平这一后续衔接。维和行动要为当事国营造安全稳定的环境，帮助加强能力建设，为消除贫困、实现可持续发展和长治久安打下基础。

Third, mandate by the Security Council. This is what the peacekeeping operations are based on and where improvements are called for. The mandate must be achievable and focused, as sweeping and unrealistic mandate would be counter-productive. Member States must provide peacekeeping operations with adequate resources in a timely fashion to match their mandate. Efforts must also be made to monitor and improve efficiency in the use of resources.

Fourth, peacebuilding. It is the natural next step of peacekeeping. While striving to bring security and stability, peacekeepers should also contribute to local capacity-building, thus laying the foundation for poverty alleviation, sustainable development and enduring peace in the host country.
