进入新世纪，特别是中非合作论坛约堡峰会举行以来，中非全面战略合作伙伴关系快速发展。习近平主席提出“真实亲诚”对非政策理念和正确义利观，尊重非洲，帮助非洲，义利相兼，以义为先，把非洲实现经济独立同中国自身发展紧密结合起来，打造南南合作典范。

　　中国愿永远做非洲真正、可靠的合作伙伴，帮助非洲破解基础设施建设滞后、人才不足、资金短缺这三大制约自主可持续发展的瓶颈。2017年，中非贸易额超过1700亿美元，对华贸易占非洲对外贸易的比重达20%。中国建设的工业园区、发电站、通讯塔等拔地而起，公路、铁路建设成就斐然，非洲互联互通条件极大改善，许多偏远农村实现了通车的夙愿。中国企业向当地人民传授经验，转让技术，创造了数以百万的工作岗位，推动了非洲国家工业化和农业现代化。

Since the beginning of the new century, especially the FOCAC Johannesburg Summit in 2015, China-Africa comprehensive strategic partnership has developed rapidly. H.E. President Xi Jinping has put forward the principles of sincerity, practical results, affinity and good faith in conducting China's relations with Africa, and the values of friendship, justice and shared interests. China respects Africa, supports Africa, gives priority to justice and refrains from seeking interests at the expense of justice. We have closely combined Africa's economic independence with China's own development to create a model of south-south cooperation.

Moreover, China is willing to be the sincere and reliable partner for Africa, helping Africa to solve the bottlenecks of independent sustainable development, such as insufficient infrastructure, shortage of talents and funds.

In 2017, China-Africa trade volume exceeded 170 billion USD, and trade with China accounted for 20% of Africa's foreign trade. The stock of China's direct investment reaches more than 40 billion USD. The industrial parks, power stations, communication towers which are constructed by China rise straight from the ground. The roads and railways project have made great achievements, and the interconnectivity of the African continent has greatly improved. Many remote rural areas have realized their long-cherished wish of open to traffic. Chinese companies have transferred the experience and technology to the local people, created millions of jobs, significantly promoted the industrialization and agricultural modernization of African countries.

　　作为中国与非洲国家集体对话合作的重要平台，中国和赞比亚一直是中非合作论坛这一机制的执行者、推动者和受益者。

　　在论坛框架下，中赞在基础设施建设、矿业、农业、加工制造业等领域互利合作日益密切，形成多层次、深发展的合作格局。前不久，伦古总统在东方省出席赞比亚“万村通”项目启动仪式时，称赞该项目使500个偏远村庄受益，为这些偏远地区民众带去了信息，开拓了他们的视野，方便了生产生活。这只是中赞两国在中非合作论坛框架下合作的一个例证。2015年论坛约堡峰会后，大型玉米粉加工厂、姆瓦纳瓦萨医院扩建、卡翁达国际机场升级等一系列重大项目逐一落实，为赞比亚人民带来切实利益。

As an important platform for collective dialogue and cooperation between China and African countries, China and Zambia have been the practitioners, promoters and beneficiaries of the mechanism of FOCAC.

Under the framework of FOCAC, China and Zambia cooperation are increasing in the fields of infrastructure, mining, agriculture, manufacturing, and has formed a multi-level and in-depth developing cooperation pattern. A few weeks ago, H.E. President Edgar Lungu attended the commissioning of the project of "Access to Satellite TV for 10,000 African Villages" granted by China at a primary school in Eastern Province. He commended the project for benefiting 500 remote villages in Zambia, not only bringing information and facilities to the people in these remote areas, but also broadening their minds. After the FOCAC Johannesburg Summit in 2015, a series of important projects such as cornmeal processing plants, the Levy Mwanawasa General Hospital expansion, the Kenneth Kaunda International Airport expansion have been implemented one by one, bringing tangible benefits to the Zambian people.
