第二，求同存异，突出共识。要充分考虑各国国情以及发展中国家的合理诉求，由各国自愿执行峰会将通过的五份行动计划。对于一些存在争议的复杂、敏感问题，应留待其他适当场合进行讨论。

Second, we should seek common ground while reserving differences, and highlight our consensus. We should give full consideration to the different national conditions and reasonable appeals of the developing countries, and ensure the voluntary nature of the five Action Plans that will be endorsed by our leaders at the Summit. As for the complicated and sensitive issues on which we still have different views, they should be discussed at other forums.

第三，精心组织，周密安排。各国领导人共商国际核安全大计的机会难得、时间宝贵。我们欢迎美方宣布峰会的具体时间和地点，希望美方尽快提出日程设想。对“模拟场景互动讨论”，希望美方在场景设置上体现政治高度，在流程安排上确保各国领导人的舒适度。

Third, we should make meticulous and thoughtful arrangements for the summit. The summit provides a rare and precious chance for our leaders to discuss international nuclear security issues. We welcome the announcement of the time and venue of the Summit, and hope the United States will put forward proposals on the agenda of the summit at an early date. As for the “Scenario-Based Policy Discussion”, we hope the U.S. could take political sensitivity into account when designing the scenario, and consider the comfort level of all leaders when it comes to the format and proceedings.

中方将继续以习近平主席提出的核安全观为指引，深入参与国际核安全事务，推动峰会取得成功。

Guided by the nuclear security approach initiated by President Xi Jinping, China will continue to take an active part in international nuclear security affairs, and work with all parties to ensure the success of the Summit.
