第二，开展务实合作，提振各方信心。开展安全和信任措施合作，涉及方方面面，要兼顾各方关切，循序渐进加以推动。可优先选取各方认同度高、条件较成熟的领域，以落实信任措施协调国和联合协调国为核心，由各方自愿组建合作小组，采取灵活方式参与合作，各尽所能，各用所长，共享成果，形成"滚雪球效应"，不断扩大合作范围。中方愿担任在金融、农业等领域落实信任措施协调国或联合协调国，与各方一道梳理合作盲点、深挖合作潜力、优化合作机制。中方也愿在组织协调、举办活动方面向各方提供力所能及的支持和协助，力争尽快在多个领域实现突破，开创亚信合作新局面。

Second, carry out practical cooperation to boost confidence. As security and CBM cooperation involves a wide range of issues, it is important to take into account the concerns of all parties and move forward in an incremental way. It is advisable to start from those areas where there is a high degree of consensus and conditions are ready. The coordinators or co-coordinators may play the central role while parties form relevant groups on their own to carry out cooperation in a flexible manner. In this way, parties can leverage their respective strengths and share the benefits of cooperation, creating a snowball effect. China is ready to serve as the coordinator or co-coordinator in areas such as finance and agriculture and work with others to identify the missing links, tap potentials and improve cooperation mechanisms. China will also provide support and assistance to the best of its ability with regard to organizing, coordinating and hosting relevant events, work for early breakthroughs in multiple areas andtake CICA cooperation to a higher level.

第三，推进能力建设，探索发展方向。中国古语说，"欲筑室者先治其基"。要使亚信进程得到长足发展，有必要进一步完善亚信议事程序，完善法律架构，提升合作效率，不断加强亚信能力建设。中方初步考虑明年上半年举办第二届亚信非政府论坛和第六届亚信智库论坛，鼓励各方在"二轨"及非政府层面积极探讨如何建立亚洲安全新架构，重点就设立热点调解机制、开展反恐和执法安全合作、共同保障"一带一路"建设安全等问题进行务实交流，为亚信未来发展和转型升级创造条件，凝聚共识。

Third, strengthen capacity building and explore new dimensions of development. As one Chinese saying puts it, "The foundations must be laid before a house is built. "The sustained development of CICA depends on continuous improvement in procedures, legal framework, cooperation efficiency and capacity-building. China is considering hosting the Second Annual Conference of CICA Non-Governmental Forum and the Sixth Think Tank Roundtable in the first half of next year to encourage all parties to explore a new Asian security architecture at the track Il and non-governmental level with a focus on the establishment of hot-spot issue mediation mechanism, counter-terrorism and law enforcement cooperation and security support for the "Belt and Road" Initiative so as to create conditions and build consensus for CICA's future development and transformation.

第四，坚持开放包容，扩大对外交往。中方愿同各方一道，继续推动亚信扩大成员规模和合作伙伴关系网络，更广泛地参与国际和地区安全事务对话、交流与协作，进一步推广亚信理念和亚洲安全观，探讨提出解决亚洲安全问题的方案，提升亚信在地区安全和发展事务中的作用和影响力。

Fourth, stay open and inclusive and expand external exchanges. China is ready to work with all parties to enlarge CICA membership and its partnership network, engage in more dialogues, exchanges and coordination on international and regional security to further promote the CICA approach and the Asian security vision, discuss and offer solutions for Asian security issues and enhance the role and influence of CICA in regional security and development affairs.
