刘振民：周边外交工作座谈会是党中央统筹国内国际两个大局，为新形势下开拓周边外交工作新局面而召开的一次重要会议，确定了今后5至10年中国周边外交的战略目标、基本方针和总体布局，为周边外交开辟了更加广阔的前景。会议规格之高、规模之大，体现了党中央对发展同周边国家睦邻友好关系以及对创造良好周边环境的重视。
Liu Zhenmin The Conference on the Diplomatic Work with Neighboring Countries is an important conference held by the Central Committee of the Communist Party of China (CPC) to coordinate both domestic and international situations and open up a new vista for the neighborhood diplomacy under the new circumstances. It set strategic goals, basic principles and overall arrangement for China’s neighborhood diplomacy for the next five to ten years, and opened broader prospects for China’s neighborhood diplomacy. With a high level and large scale, the Conference demonstrated the importance the CPC Central Committee attaches to developing good-neighborly relations with neighboring countries and creating a favorable neighboring environment.
会议指出，我国周边外交的战略目标，就是服从和服务于实现“两个一百年”奋斗目标、实现中华民族伟大复兴，全面发展同周边国家的关系，巩固睦邻友好，深化互利合作，维护和用好我国发展的重要战略机遇期，维护国家主权、安全和发展利益，努力使周边同我国政治关系更加友好、经济纽带更加牢固、安全合作更加深化、人文联系更加紧密。这次会议提出的大政方针，是指导未来一个时期周边外交工作的战略纲领。
The Conference pointed out that the strategic goals of China’s neighborhood diplomacy are to obey and serve the realization of the two Centenary Goals and achieve the great rejuvenation of the Chinese nation; to comprehensively develop relations with neighboring countries, cement good-neighborliness and deepen mutually beneficial cooperation; to safeguard and make good use of the important period of strategic opportunities for China’s development and uphold national sovereignty, security and development interests; and to strive to grow more friendly political relations, more secure economic ties, deeper security cooperation and closer people-to-people and cultural contacts with neighboring countries. The major policies and principles proposed at the Conference are strategic guidelines for the neighborhood diplomacy in the next period.
我们将深入领会、切实贯彻周边外交工作座谈会精神，加强沟通交流，增进了解友谊，维护周边和平稳定；积极参与区域经济合作，加快互联互通建设，促进互利共赢；承担大国责任，倡导全面安全、共同安全、合作安全理念，推进区域安全合作；扩大民间外交和人文交流，广交朋友，广结善缘，全力打造中国与周边国家的命运共同体。
We will deeply comprehend and effectively implement the spirits of the Conference on the Diplomatic Work with Neighboring Countries, strengthen communication and exchanges, promote understanding and friendship, and safeguard peace and stability in the neighboring regions; actively participate in regional economic cooperation, accelerate interconnection construction, and promote mutual benefits and win-win results; shoulder the responsibility as a major power, advocate the idea of all-round security, common security and cooperation security, and push forward regional security cooperation; expand non-governmental diplomacy and people-to-people and cultural exchanges, make more friends and form friendship, and spare no effort to create a community of common destiny between China and the neighboring countries.
