一是正确认识并妥善处理“一国”与“两制”的关系。“一国”是“两制”的前提和基础，“一国”是根，根深才能叶茂。中央政府对澳门拥有全面管治权，澳门依据《基本法》享有高度自治。中央不干预澳门自治范围内的事，澳门也要充分尊重和切实维护中央权威和国家利益，依法正确行使特别行政区的高度自治权，使两者有机地结合起来。二是始终坚持爱国爱澳的核心价值观。澳门同胞有很强的国家观念、民族观念，国家认同在澳门社会拥有广泛、深厚的社会基础，真正实现了以爱国者为主体的“澳人治澳”，实现了各阶层最广泛的团结。三是祖国内地大力支持并提供的强大后盾。祖国的统一、稳定和发展给澳门提供了广阔发展空间和机遇。中央政府高度重视澳门发展，全力支持澳门融入国家发展的大局，推动澳门纳入国家治理体系，从根本上保障了澳门的繁荣稳定和发展。

First, we should correctly understand and properly handle the relationship between "One country" and "Two systems". "One country" is the premise and basis of "Two systems". "One Country" is like the roots of a tree. For a tree to grow tall and luxuriant, its roots must run deep and strong. The Central Government has overall jurisdiction over Macau, and Macau enjoys a high degree of autonomy. The Central Government shall not interfere in the affairs within the scope of Macau's autonomy, while Macau shall also fully respect and effectively safeguard the authority of the Central Government and national interests, shall properly exercise the high degree of autonomy in accordance with the Basic Law.

Second, we should always uphold the core values of "loving the motherland and loving Macau". Macau compatriots have a strong sense of nationhood and nationality. The national identity has a broad and profound foundation in Macau society, which has made into reality the principle of "Macau people administering Macau" with patriots as the main body, and achieved the broadest unity of all social sectors.

Third, the mainland strongly supports Macau. The motherland's reunification, stability and development have provided Macau with vast development spaces and opportunities. The Central Government attaches great importance to Macau, fully supports Macau's integration into the national development and its governance system, aiming at ensuring Macau's prosperity, stability and development.

　　“一国两制”在澳门的成功实践证明，“一国两制”是完全行得通、办得到、得人心的制度，具有强大生命力，这也为解决香港问题提供了宝贵经验。当前，持续不断的暴力活动已将香港推向极为危险的境地，严重践踏香港法治、社会秩序与繁荣稳定，挑战“一国两制”原则底线，挑战国家主权、安全和发展利益。香港当前最紧迫的任务是止暴制乱、恢复秩序。还香港以稳定，还民生以安宁，这是香港最大的民意。中国政府维护国家主权、安全、发展利益的决心坚定不移，贯彻“一国两制”方针的决心坚定不移，反对任何外部势力干涉香港事务的决心坚定不移。

The successful practice of "One country, Two systems" in Macau has proved that "One country, Two systems" is a fully workable and popular system with strong vitality. This has also provided valuable insights for the solution of Hong Kong issue. At present, the ongoing violence has pushed Hong Kong into an extremely dangerous situation. The violence seriously tramples on the rule of law, social order, prosperity and stability in Hong Kong, as well as challenges the bottom line of "One country, Two systems" and national sovereignty, security and development interests. Ending violence and restoring order is the most pressing task in Hong Kong. Returning stability and peace back to Hong Kong and to its people is the mainstream public will in Hong Kong. The Chinese government is determined in safeguarding national sovereignty, security and development interests, in implementing the "One country, Two systems" principle and in opposing foreign interference in Hong Kong affairs.

　　“一国两制”作为一项创举，在前进的道路上不断积累经验，形成的诸如上述的好做法、好传统要保持下去。同时，它作为一项新事物必然会遇到这样那样的问题，这是成长中的烦恼，必将在发展前进中成熟，在不断探索中完善。日前，中国共产党十九届四中全会对坚持和完善“一国两制”制度体系作出专门部署，为新时期在香港、澳门继续贯彻落实“一国两制”方针指明了方向。只有坚持维护国家主权、安全、发展利益，坚持爱国者治港治澳，坚持“一国”之本和尊重“两制”差异，坚持中央全面管治权和保障特别行政区高度自治结合，坚持发挥祖国内地坚强后盾作用，才能更好推动“一国两制”方针前行，推动香港、澳门社会经济发展和繁荣稳定。

As a pioneering initiative, "One country, Two systems" has been accumulating experiences on the way forward. The good practice mentioned above should be maintained. Meanwhile, it will also inevitably encounter various problems, but it is just all a part of growing pains, it will mature and improve itself in continuous exploration. Recently, the 4th Plenary Session of the 19th Central Committee of the Communist Party of China has updated the arrangements for upholding and improving the policy of "One country, Two systems", highlighting the new direction for the implementation of "One country, Two systems" in Hong Kong and Macau in the new era. We fully believe that, with adhering to the national sovereignty, security and development interests, adhering to the administration by patriots from Hong Kong and Macau, adhering to the premise of "One country" and respect the differences of "Two systems", upholding the overall jurisdiction of the Central Government and ensure a high degree of autonomy in the special administrative regions, and giving full play to the role of the mainland as the staunch supporter of Hong Kong and Macau, we can advance the policy of "One country, Two systems" more smoothly and promote the long-term prosperity and stability of Hong Kong and Macau.
