中非合作建立在平等自愿基础上，中方从不附加政治条件，从不提强人所难的要求，从不干涉非洲国家的内政，从不向非洲兄弟开空头支票。中非合作绝不走传统大国的老路，绝不以牺牲非洲的生态环境和长远利益为代价。对于这些，没有人比广大非洲人民心里更清楚，任何戴着有色眼镜甚至别有用心地看待中非合作的言论在大量的事实面前都是苍白无力的，都将遭到中非人民的共同抵制。
China-Africa cooperation is built on an equal-footed and voluntary basis. China never attaches political conditions to its assistance to Africa, never asks for anything that is impossible or unacceptable to Africa. China never interferes in the internal affairs of African countries and never makes empty promises to its African brothers. China will never follow the same path traveled by traditional powers in its cooperation with Africa, nor do anything at the expense of the environment or long-term interests of Africa. No one knows better than African people that any observation on China-Africa cooperation, made through colored glasses or out of ulterior motives, pales before a huge amount of facts and will never be acceptable to the Chinese and African people.
第三个关键词是共同发展，这一理念将为中非关系开辟美好愿景。发展经济、改善民生是中非双方面临的共同任务。当前，中国已进入全面建成小康社会的决胜阶段，正在朝着实现民族复兴的"中国梦"奋勇前行。10月底，中国共产党召开第十八届中央委员会第五次会议，审议通过了《中共中央关于制定国民经济和社会发展第十三个五年规划的建议》，提出了下阶段中国经济社会发展的新目标、新思想。我们将牢固树立并切实贯彻创新、协调、绿色、开放、共享这五大发展理念，保持经济6.5%以上的增长，到2020年实现国内生产总值和城乡居民人均收入比2010年翻一番，并使所有贫困人口全部脱贫。随着中国加快转变经济发展方式，新型工业化、信息化、城镇化、农业现代化持续推进，中国经济将持续释放强大发展潜力，中国对外开放也将进入新的发展阶段。未来5年，中国预计将进口10万亿美元以上商品，对外投资将超过5000亿美元，旅游等出境人数将超过5亿人次。中国经济保持中高速增长，对非洲和世界都将是重大机遇。
The third keyword is common development, a concept that opens up brighter prospects for China-Africa relations. To grow the economy and improve people's lives are the common tasks facing China and Africa. China has come to the crucial stage for completing the building of a moderately prosperous society in all respects and is striving for the realization of the Chinese dream of national renewal. At the end of October, the Communist Party of China held the fifth plenum of the 18th CPC Central Committee. It reviewed and adopted the Proposal by the CPC Central Committee on the 13th Five Year Plan on National Economic and Social Development, which put forward new objectives and ideas for China's economic development in the next stage. We will establish and implement in real earnest the concept of innovative, coordinated, green, open and shared development, maintain a growth rate of over 6.5%, double the GDP and per capita income for both urban and rural residents by 2020 on the basis of the 2010 figures and endeavor to lift everyone in the country out of poverty. As China accelerates the shift of its development model, and continues to promote a new type of industrialization, IT application, urbanization and agricultural modernization, the Chinese economy will unleash even more potential and its opening up will enter a new stage. In the coming five years, China is expected to import over 10 trillion US dollars worth of goods, invest over 500 billion US dollars overseas, and more than 500 million Chinese tourists will travel abroad. A medium-high growth rate of the Chinese economy means great opportunities for Africa and the world.
