2．我受上海市长的委托，以“上海城市建设”为题进行发言。

On behalf of the Mayor of Shanghai, I would like to address the topic of “Shanghai Urban Construction”

3．多年来上海被视为远东地区的最大城市，而长期来与其规模不相协调的城市基础设施，上海经济的快速发展。

For many years, Shanghai has ranked as the largest metropolis in the Far East. However, for quite a long period, inadequate urban infrastructure hindered its rapid economic development.

4．自1984年以来，上海市政府贯彻了重点建设城市基础设施、交通、电信和能源设施的战略方针。

Since 1948, Shanghai municipal government has implemented a strategy focusing on the construction of infrastructure, traffic, communication, telecommunication and energy facilities.

5．为此，市政府设立了专门机构，负责主要工程项目。

For this purpose, the municipal government established an office to take charge of the major engineering projects.

6．近年来，上海市在基础设施建设中投入了占国民生产总值10%和固定资产投资总额40%的资金。

In recent years, the city has pumped some 10 percent of its GNP and 40% percent of its total fixed assets investment into the construction of the city’s infrastructure.

7．新建的连接浦东与浦西的高价快速干道，缩小了落后的基础设施与日益扩大了的城市作用之间的差距。

The new overhead expressway which links Pudong with Puxi has narrowed the gap between the inadequate infrastructure and the expansion of the city’s functions.

8．这一整体规划为工业调整打下了坚实的基础，改善了投资环境，提高了人民的生活水平。

The overall program has provided a solid foundation for industrial readjustment, and improvement of the investment environment and the lives of the people.

9．上海正在探索建设完善的城市交通网络和筹集资金的新机制。

Shanghai is now exploring new mechanisms for the construction of its urban communications and fund-raising.

10．我们准备尽快引入一种新的机制，来筹集、使用和偿还用于城市建设和国有资产管理的专项资金。

We in tend to introduce, as soon as possible, a system to raise, use and repay money independently for urban construction and the management of state-owned assets.

11．我们计划改变投资方法，实行土地差价，发行城市建设债券和股票，引进外资。

We plan to change the method of investment by instituting land price differentials, issuing urban construction bonds and shares, and introducing foreign capital.

12．我们将按照从计划经济转为市场经济的要求，寻求更过的渠道继续进行城市建设。

We will act in accordance with the requirement for shifting from a planned economy to a market economy, and will seek more channels to continue our urban construction program.

We warmly welcome the friends of various circles, both at home and abroad, to invest in Shanghai.
