Amb. Zhou Pingjian: FOCAC: working toward even stronger China-Africa community with shared future

　　2019年6月30日，驻尼日利亚大使周平剑在尼主流媒体《领导者报》发表署名文章，宣介中非合作论坛北京峰会成果落实协调人会议情况及成果共识。全文如下：

　　6月25日，中非合作论坛北京峰会成果落实协调人会议在北京成功举行。中国和包括尼日利亚在内53个非洲国家及非盟委员会负责论坛事务的协调人出席。

On June 30, 2019, Nigerian leading newspaper Leadership published an article written by Ambassador of China to Nigeria Dr. ZHOU Pingjian, FOCAC: working toward even stronger China-Africa community with shared future. The full text goes as follows:

The Coordinators' Meeting on the Implementation of the Follow-up actions of the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC) was successfully held in Beijing on 25 June 2019. Coordinators from China, 53 African countries including Nigeria, and the African Union Commission attended the meeting.

　　中非双方高度评价去年9月中非合作论坛北京峰会取得巨大成功、历史意义深远，高度赞赏习近平主席在峰会上阐述的中国对非政策理念和宣布的“八大行动”以及《北京行动计划（2019－2021年）》相关举措，决心携手落实峰会成果，共建“一带一路”，推动中非合作向更深层次、更高水平发展，构建更加紧密的中非命运共同体。

Both sides applauded the great success and the far-reaching historical significance of the FOCAC Beijing Summit convened from 3 to 4 September 2018. Both sides highly commended China's policy toward Africa and new measures for China-Africa cooperation underpinned by the eight major initiatives and associated financing totaling US$60 billion, articulated by Chinese President Xi Jinping at the Summit, and measures manifested in the FOCAC Beijing Action Plan (2019-2021). Both sides decided to work together on the follow-up actions of the Summit under the principles embodied in the Beijing Declaration, engage in Belt and Road cooperation, deepen and elevate China-Africa cooperation, and work toward an even stronger China-Africa community with a shared future.

　　习主席在致会议贺信中表示：“去年9月，中非合作论坛北京峰会成功举行，在中非关系史上具有里程碑意义。中非领导人一致决定推动中非共建“一带一路”同非洲联盟《2063年议程》、非洲各国发展战略深入对接，携手构建责任共担、合作共赢、幸福共享、文化共兴、安全共筑、和谐共生的中非命运共同体，共同实施中非合作“八大行动”，为中非关系向更高水平发展绘制了新的蓝图。我高兴地看到，中非双方同心协力，积极推进峰会成果落实工作，形成一批可喜的早期收获，给中非人民带来实实在在的好处。”

As President Xi says in his congratulatory message sent to the Meeting, "The FOCAC Beijing Summit successfully held last September stands as a milestone in the history of China-Africa relations. Chinese and African leaders agreed, at the Summit, to synergize their Belt and Road cooperation with the AU's Agenda 2063 and the development strategies of individual African countries, to jointly deliver on the eight major initiatives for China-Africa cooperation, thus drawing up a new blueprint for taking China-Africa relations to greater heights. I am delighted to see that our two sides have been working together actively to follow through on the outcomes of the Summit, and have produced a number of satisfying early harvests that have brought tangible benefits to the Chinese and African people".

　　习主席勉励中非双方以此次协调人会议为新契机，秉持共商共建共享原则，加强沟通对接，深化团结合作，扎实推进论坛北京峰会成果落实和中非共建“一带一路”，不断增进中非26亿人民福祉，为构建更加紧密的中非命运共同体而不懈努力。

　　论坛非方成员协调人高度评价论坛北京峰会成果落实进展，并与中方共同发表《联合声明》，宣示会议共识，展示双方共同落实峰会成果、提升中非合作水平、构建更加紧密命运共同体的决心。各国协调人还同中方金融机构负责人开展对话，进一步加深了对中国金融政策、工具和产品的了解。

President Xi further expressed his hope that the two sides, guided by the principle of extensive consultation, joint contribution and shared benefits, will seize the Coordinators' Meeting as a new opportunity to enhance communication and synergy, deepen unity and cooperation, and strive for concrete progress in the implementation of the follow-up actions of the Beijing Summit and in Belt and Road cooperation, thus promoting the wellbeing of the 2.6 billion Chinese and African people, and contributing to an even stronger China-Africa community with a shared future.

The coordinators of FOCAC African members spoke highly on the implementation progress of the FOCAC Beijing Summit, and declared unanimously with the Chinese side a joint statement highlighting the consensus of the Meeting and also demonstrating their decisions of working together on the follow-up actions to elevate China-Africa cooperation toward a even stronger China-Africa community with a shared future. Besides, the coordinators also had dialogues with the executives of Chinese financial institutions, which helped them to deepening understanding on policies, tools and products of the Chinese financial sector.
