Ambassador Qin Jian: Promoting the All-round Development of Human Rights

　2019年1月3日，驻索马里大使覃俭在索国家通讯社发表《促进人权事业全面发展》署名文章，内容如下：

　　人权事关人的全面发展和社会的全面进步，人权事业是各国经济社会发展的重要组成部分。中国坚持把人权的普遍性原则同中国实际相结合，不断推动经济社会发展，增进人民福祉，同世界各国分享发展经验和机遇，积极参与全球治理，主动承担国际责任，为维护世界和平、促进共同发展作出了不懈努力。

Human rights relate to all-around development of the person and comprehensive progress of the society, and the human rights cause is an integral part of each country's economic and social development. China has integrated the principle of universality of human rights with China's national conditions, and made continuous efforts to promote economic and social development and improve people's well-being. China shares experience and opportunities of development with other countries, actively participates in global governance and shoulders international responsibilities, making relentless efforts for safeguarding world peace and promoting shared development.

　　中国人权发展道路始终以人民福祉和利益为出发点和落脚点。刚刚过去的一年是中国改革开放40周年。40多年来，中国取得了历史性成就。国际金融危机发生以来，中国经济对世界经济增长贡献率超过30%。中国下决心将减贫进行到底，到2020年彻底消除现行标准下的绝对贫困。40多年来，中国人民聚焦发展，造福人民，坚持以人民为中心的发展思想，从1978年2017年，贫困人口减少7.4亿，中国人均可支配收入增长22.8倍，中国人民的获得感、幸福感、安全感显著提升。

Its ultimate goal has always been to improve the well-being of the Chinese people and serve their best interests. The year just past marks the 40th anniversary of reform and opening-up. During the past more then 40 years, China has made historic achievements in development. In the year since the global financial crisis, China has contributed over 30 percent of global growth. China is firm in its resolve to eradicate poverty, our goal is to eliminate absolute poverty as currently defined by 2020. Over the past more then 40 years, the Chinese people have pursued development with a single focus and made lives better for ourselves. Guided by a people-centered development philosophy, between 1978 and 2017 China raised its per capita disposable income by 22.8 times, lifted 740 million people out of poverty, Chinese people now feel more secure and have a greater sense of fulfillment and contentment.

　　中国国家主席习近平主席提出以人民为中心的发展思想，彰显了人民至上的价值取向。政治上，尊重人民主体地位，保证和支持人民当家做主，保障人民政治权利，健全民主制度，丰富民主形式，拓宽民主渠道。经济上，把增进人民福祉、促进人的全面发展、朝着共同富裕方向稳步前进作为出发点和落脚点，让各族人民共享发展成果，享有更多安全感、获得感和幸福感。

The Chinese President Xi Jinping's thought on people-centered development embodies the values of putting the people first. From a political perspective, thought on people-centered development upholds the the supremacy of the people, guarantees and supports their position as the masters of the state and safeguards their political rights, it will serve to improve democracy, diversity its forms and expand its channels. From an economic perspective, on people-centered development ensures that Chinese people of all ethnic groups can enjoy the benefits of development and lead a more secure, fulfilling and happier lift because it focuses on improving people's well-being, promoting their all-round development and boosting sustainable progress toward common prosperity.
