二是中新全面战略伙伴关系进一步拓展深化。新西兰在发展对华关系上一直走在西方国家前列，是第一个承认中国市场经济地位、第一个支持中国加入世界贸易组织、第一个与中国签署自由贸易协定、以及第一个与中国签订“一带一路”合作文件的西方国家。这些开创性的“第一”为中新两国和两国人民带来了巨大利益。中新自贸协定签署十年来，双边关系发展势头良好。2014年，习主席对新西兰成功进行国事访问，将双边关系提升为全面战略伙伴关系。去年，李克强总理成功访新，为双边关系发展注入了新动力。频繁的高层互访增进了两国互信，巩固了双方合作。受益于新西兰的开创性政策，中新在经贸、投资、人文、旅游等领域合作取得显著成效。中国连续多年保持新西兰第一大贸易伙伴、最大海外留学生来源国和第二大海外游客来源国地位。两国贸易额十年间增长超过三倍，从86亿新元增加到目前的278亿新元。在新西兰的中国留学生达5万多人，每年往返两国的游客超过58万人次。2019年是中新旅游年，相信将进一步促进旅游领域交流合作。中新经济具有高度互补性，中国倡导的创新、协调、绿色、开放、共享的新发展理念与新方高度契合，双方进一步拓展合作潜力巨大。

Secondly, China and NZ bilateral relationship has been upgraded into a stage of deepening comprehensive strategic partnership.

New Zealand has long been a pioneer among western countries in developing relations with China. It is the first western country to recognize China's market economy, to support China's entry into WTO, to sign free trade agreement and to sign a co-operation document on the Belt and Road Initiative with China. These pioneering "firsts" have brought tremendous benefits to both countries and peoples. Over the past ten years since China and NZ signed FTA, our bilateral relationship has maintained in a very good momentum of development, resulting in the formation of comprehensive strategic partnership during President Xi Jinping's state visit to NZ in 2014. Chinese Premier Li Keqiang's visit to NZ last year generated fresh and strong push to the bilateral relations. The frequent exchange of high-level visits further strengthen our mutual trust and consolidate our bilateral collaborations. NZ' pioneering policies and efforts have paid off in many areas such as economy, trade, investment, tourism, people-to-people contacts and so on. For many years, China has maintained NZ's largest trading partner, the largest source of international students, and the second largest source of overseas tourists. Our cooperation and communications have been extended to almost all areas. Over the past ten years, the bilateral trade has been tripled from 8.6 billion NZ dollars to current 27.8 billion NZ dollars. There are now more than 50,000 Chinese Students studying in NZ and more than 580,000 tourists travel both ways each year. 2019 will be China NZ tourist year. I am confident this will greatly promote our tourism cooperation. China and NZ economies are highly complementary with each other. China's new development concept featuring innovation, coordination, openness, greenness and shared development goes very much in line with that of New Zealand. We are faced with tremendous opportunities in developing our co-operations.

　　三是领区对华合作进一步加强，再创历史新高。习近平主席四年前访新时曾说，新西兰是“21世纪海上丝绸之路”的自然延伸。中新“一带一路”合作潜力巨大、前景广阔。在双方共同努力下，双方已在许多领域取得早期收获。

　　中新“一带一路”合作的一个重点领域是航空互联互通。中国和新西兰远隔重洋，开通更多的直航对两国开展“一带一路”合作至关重要。正如中国的一句名言所说，“要致富，先修路”。中新要实现互利共赢，就要加强互联互通，为今后合作奠定坚实基础。过去几年里，我和我的同事们把促成更多中国和奥克兰直航开通放在优先位置，并与两国的朋友们一道努力工作。今天我很高兴地看到，几乎所有中国主要航空公司及新西兰航空都开通了中国和奥克兰的直航航班，高峰时段每周往返航班超过150架次，在过去三年里增长了三倍。根据奥克兰机场相关部门数据，每条航线每年可为奥克兰带来1.3至1.6亿美元收益，并创造大量就业。同时，更多的中国游客来新西兰观光旅游，更多的新西兰优质产品如鲜奶、牛羊肉、海鲜等便捷地运往中国满足消费者的需求。

Thirdly, the cooperation between my consulate districts in New Zealand and China is upgraded into a historic high level.

As stated by President Xi four years ago, NZ is the natural extension of the 21st Maritime Silk Road. This shows the huge potential and great prospects for the two countries to advance cooperation, which has already turned into early fruitful harvest as a result of the joint efforts by the two sides.

One emphasis is the issue of connectivity of aviation routes between China and NZ. Given the oceans-distance to each other, building more aviation routes is vital important for BRI construction between our two countries. Just as a famous Chinese saying goes, "to get rich first to build road". If we want to benefit mutually, we need to build the routes first as solid foundation for future cooperation. Over the past years, my colleagues and I have taken the inter-connectivity of nonstop flights between Auckland and China as the priority of our hard work with friends both in NZ and back In China. So far, I am pleased to see that almost all China's major airlines and NZ airline have opened direct flights between Auckland and big cities of China, reaching more than 150 flights back and forth per week at peak time, tripled over the past three years. According to Auckland airport, each flight brings about 130-160 million US dollars to Auckland per year in addition to the many jobs generated. More Chinese tourists come to NZ to enjoy the unique beauty of NZ, and more high quality products such as fresh milk, lamb, beef and seafood from NZ go to China to meet the needs of Chinese consumers.
