过去42年来，中巴两国始终是务实合作的好伙伴。在南南合作框架下，中方援建的巴国家体育馆和农贸市场，已经成为巴民众日常生活中不可或缺的重要组成部分。当前，两国政府正努力推动希望农业培训学校和粮食安全中心两个农业项目。需要特别指出的是，今年2月沃尔科特外长访华期间，两国政府在京签署了“一带一路”国际合作谅解备忘录。这将进一步强化两国在现代农业、清洁能源、蓝色经济、基础设施建设等方面的合作。中方期待与巴方一道，推动“一带一路”项目尽快落地，造福巴巴多斯民众。
During the past 42 years, China and Barbados have become good partners of mutual development. Under the South - South cooperation framework, China provided aid to build the Garfield Sobers Gymnasium and the Cheapside market, which have become necessities of Barbadian's daily life, showing the glorious records of China-Barbados pragmatic cooperation. Now our two governments are working together on the establishment of the Hope Agricultural Training Institute and the Center of Food Security, which hopefully can enhance Barbados' capability in agriculture. Moreover, during Minister Walcott's visit to China last February, our two governments signed the MOU of Belt-and-Road Cooperation, which I believe will create more cooperation opportunities for our two countries in the areas of advanced agriculture, clean energy, blue economy, infrastructure, digital connection etc. The Embassy looks forward to working with our Barbadian colleagues to bring the MOU into practical cooperation projects and to advance the economic and social development of Barbados.
过去42年来，中巴两国始终是互学互鉴的好兄弟。在中国驻巴大使馆和巴巴多斯中央银行的共同努力下，“鱼龙节”暨中国春节系列文化活动已连续成功举办5届，成为巴巴多斯乃至加勒比民众了解中国文化的平台。近期，中国驻巴大使馆成功举办首届中国电影节，免费向巴民众播映了8部中国优秀影片，受到热烈欢迎。在教育领域，西印度大学凯夫希尔分校孔子学院持续致力于向巴民众教授汉语和中国文化。今年，多名巴巴多斯学生获得中国政府奖学金，赴华攻读学士、硕士学位。同样在今年，巴中友好协会正式成立，巴巴多斯中国同学会稳步运行，越来越多的巴巴多斯朋友参与到中巴友谊的建设和发展中来。感谢所有为中巴友谊和民心相通添砖加瓦的朋友们！
During the past 42 years, China and Barbados have become good example of mutual learning. The Fish and Dragon Festival, co-sponsored by the Embassy and the Central Bank of Barbados, has been successfully held for five consecutive years, and has become one of the most welcomed events in the Caribbean region. Recently, the Embassy hosted the first ever Chinese Film Festival on this island, screening eight different types of movies to the Barbadian audience. I am so glad that those movies were highly welcomed, which give me encouragement to bring more Chinese movies to Barbados, especially Kongfu movies. In the field of education, the Confucius Institute at the University of the West Indies Cave Hill Campus continues to provide Chinese language teaching to Barbadian people. This year, 11 Barbadian students were offered scholarships to pursue bachelor or master degrees in China. Also this year, more friends joined the efforts to enhance the friendship between our two peoples, especially via the newly-established Association for Barbados-China Friendship and Barbados China Returned Scholars Association. Thank you all for the hard work to promote the people-to-people connectivity between our two countries.
为落实习近平主席2013年访问加勒比时关于向加方派遣医疗队、加强中加医疗卫生合作的承诺，中国已先后向巴巴多斯伊丽莎白女王医院派出三批医疗队。第三批援巴医疗队已出色完成一年多的工作任务，明天将启程回国。我与许多巴巴多斯朋友一样由衷感谢他们的出色工作。第四批援巴医疗队已于上周抵达，相信他们将同前任一样，以忘我的敬业精神和高超的专业水平，继续为巴巴多斯民众提供医疗服务。
Last but certainly not least, I would like to mention that, to fulfill H.E. President Xi Jinping's commitment of 'sending medical teams to Caribbean countries to enhance medical cooperation' when President Xi met leaders of Caribbean countries in 2013, China has already sent three medical teams to the Queen Elizabeth Hospital. Now, the Third Medical Team has successfully finished their one year tenure in Barbados and will be leaving for China tomorrow. I believe that, like me, our Barbadian friends must appreciate their dedication during the past year. And the incoming team, the Fourth Medical Team has arrived last week and will continue to work at QEH. I believe they will continue to show the expertise and kindness and will be equally welcomed by our Bajan friends.
我来到巴巴多斯这个美丽小岛已经一年半有余，无时无刻不被各界朋友的友好和热情所感动。有你们的支持，我们两国关系必将更为紧密、再上台阶！

During the last year and a half on this beautiful island, I am overwhelmed by the kindness and friendship from Barbadian people. And I am also excited about the potential to be tapped for stronger cooperation between our two countries and two peoples. Ladies and gentlemen, as all the friends of the Embassy, you have offered valuable support to China-Barbados relations over the years, and it is my firm belief that with your continuous dedication, our relations are bound to greater achievements and will continue to bring more benefit to our two countries and peoples.

当今世界正处于百年未有之大变局。世界多极化、经济全球化、社会信息化、文化多样化深入发展，全球治理体系和国际秩序变革加速推进，各国相互联系和依存日益加深，国际力量对比更趋平衡，和平发展大势不可逆转。同时，世界面临的不稳定性不确定性突出，世界经济增长动能不足，贫富分化日益严重，地区热点问题此起彼伏，恐怖主义、网络安全、重大传染性疾病、气候变化等非传统安全威胁持续蔓延。没有哪个国家能够独自应对人类面临的各种挑战，也没有哪个国家能够退回到自我封闭的孤岛。世界命运握在各国人民手中，人类前途系于各国人民的选择。中国人民愿同各国人民一道，推动构建人类命运共同体，共建持久和平、普遍安全、开放包容、清洁美丽的世界，共同创造人类的美好未来！
Today the world is undergoing profound changes unseen in one hundred years. The trends of global multi-polarity, economic globalization, IT application, and cultural diversity are surging forward; changes in the global governance system and international order are speeding up; countries are becoming increasingly interconnected and interdependent; relative international forces are becoming more balanced; and peace and development remain irreversible trends.
Yet, as a world we face growing uncertainties and destabilizing factors. Global economic growth lacks energy; the gap between rich and poor continues to widen; hotspot issues arise often in some regions; and unconventional security threats like terrorism, cyber-insecurity, major infectious diseases, and climate change continue to spread.
No country alone can address the many challenges facing mankind; no country can afford to retreat into self-isolation. The future of the world rests in the hands of the people of all countries; the future of mankind hinges on the choices they make. China is ready to work with the people from all other countries to build a community with a shared future for mankind, to build an open, inclusive, clean and beautiful world that enjoys lasting peace, universal security and common prosperity, and to create a bright tomorrow for all of us.
女士们、先生们，朋友们，
