国际金融危机爆发至今已过去10年、亚洲金融危机爆发也已过去20年。这两次危机都对亚洲产生了深远影响。我们之所以能够经受住考验，持续成为全球经济增长的重要引擎，东盟和中日韩发挥了中流砥柱作用，为应对危机而诞生的10+3合作机制功不可没。财金合作是10+3起步最早、成果最实的领域，我们打造了清迈倡议多边化、宏观经济研究办公室等品牌项目，机制化建设日趋成熟。
Ladies and gentlemen,
Dear colleagues,
It has been more than a decade since the outbreak of the global financial crisis and two decades following the Asian financial crisis. We Asian countries have stood the tests and continued to be leading engines for global growth. ASEAN, China, Japan and the ROK have each played a critical role in this process, and the ASEAN Plus Three cooperation framework shall also claim the credit. Financial cooperation is the earliest and most fruitful area under APT framework. With flagship products of CMIM and AMRO, APT has made great strides in contributing to financial safety and stability of the East Asia.
在当前国际资本市场不确定性增大、地区金融风险上升的背景下，深化10+３财金合作更具紧迫性。多年来，10+３合作领域中的低垂果实已所剩不多，我们需要进一步探索和培育新的合作增长点。比如提升清迈倡议多边化的可用性、有效性和安全性，研究本币出资问题；比如强化宏观经济研究办公室的经济监测能力，强化区域金融风险预防与救助体系的问题；再比如用好区域信用担保与投资基金，推进本币债券市场发展问题等。这些都是我们维护区域金融稳定、完善区域金融合作体系面临的重要课题。
Faced with rising uncertainties in the global capital markets and growing financial risks, the need to deepen financial cooperation is ever more pressing. As the low-hanging fruits have almost been picked, there is need to aim higher, explore new potentials of growth. For example, how to take concrete steps to make CMIM more effective, secure and readily available, and shall it be capitalized with local currencies; how to support ARMO in improving its economic surveillance capacity and consolidate regional mechanisms for financial risk prevention and rescue; how to make good use of the Credit Guarantee and Investment Facility (CGIF) and develop local currency bond markets. All these are important and pressing issues to be addressed.
在座的不少人都是金融和经济领域专家。希望大家通过今天的交流，积极就上述议题建言献策，达成一些共识，为加强东亚金融合作做出我们的应用贡献，也为“雅加达论坛”未来发展做出有效的探索。
