我们希望通过深入交流，为推动中国—东盟关系提质升级集思广益。过去几十年，中国和东盟国家携手追梦，共同成长。中国和东盟国家山水相连、人文相通，友好交往源远流长。近年来，双方加强战略沟通，共建“一带一路”，深化人文交流，妥善处理分歧，维护地区稳定。中国—东盟关系已进入全方位发展的新阶段。去年11月中国—东盟领导人会议发表了《中国—东盟战略伙伴关系2030年愿景》，为双方关系中长期发展指明了方向，也为东亚合作注入了新动力。今年是落实“2030愿景”的开局之年，我们期待与各方共同为提升中国—东盟关系贡献智慧，携手迈向更加美好的“2030愿景”。
First and foremost, we hope it can be a platform for discussions and ideas that will further energize China-ASEAN relations. China-ASEAN relations are multi-faceted, profound and bound even more closely and substantively as we move into a new era. We have enjoyed stronger strategic communication both at the bilateral and China-ASEAN level, worked closely in implementing the "Belt and Road Initiative", facilitated trade links and people to people exchanges, and properly handled differences with a shared aspiration for peace and stability. The China-ASEAN Strategic Partnership Vision 2030, issued at the China-ASEAN Summit last November, charted the course for our relations in the decade to come. This year kicks off the implementation of the Vision 2030. We look forward to support, participation, wisdom and ideas of all parties to contribute to this endeavor.
我们希望通过凝聚共识，为推动东亚层面联手应对共同的风险挑战出谋划策。当前，东亚保持了和平稳定局面，热点问题走上对话协商解决轨道，经济保持较快增长，区域合作蓬勃开展，成为世界发展的重要引擎和国际合作的高地。国际格局正处于大动荡、大调整、大变革之中，不确定性、不稳定性上升。在此背景下，东亚国家要加强团结，凝聚共识，共担时代之责任，共迎时代之挑战，充分发挥作为增长发动机和变局稳定器的作用，以东亚合作引领世界发展。
Second, we hope the Forum can stimulate discussions and offer inspirations and possible solutions to common challenges in the region. Whereas the global political and economic landscape is undergoing profound changes, with rising uncertainties in other parts of the world, East Asia is blessed with overall peace, stability and sustained development. Nevertheless, we shall not lose sight of risks and challenges and rest on our shores. We shall stay united, build more consensus, be better prepared for any possible senarios and take up the responsibilities to tackle challenges together, so that the East Asia region will continue to be an engine of the global economy and a role model for multilateral cooperation and regional integration.
我们希望通过思想碰撞，为推进亚太合作理念联通和创新提供助力。互联互通是当下的时髦词汇。第二届“一带一路”国际合作高峰论坛将在4月份举行，这是中国政府致力推动域内乃至更广泛地区互联互通合作的新的重要努力，相信将引领“一带一路”合作朝着更高质量、更高标准、更高水平的方向发展。我们要建设的互联互通，不仅是修路架桥的物理联通，更应该是信息、人员、理念三位一体的思想联通。思想联通就像一张网，连接的点越多，这张网就越有力量。当前，亚太地区的各种倡议层出不穷。我们希望为这些倡议提供一个交流互鉴的平台，通过思想碰撞产生一些火花，相互启示，增进理解，共同寻找通向开放、包容、稳定、繁荣的合作路径。
Third, we hope the Forum can help build a network of thoughts and ideas for the broader Asia-Pacific cooperation. Connectivity is the buzzword of the world. The second international forum on Belt and Road Initiative will be held in April, a fresh effort by Chinese government to promote connectivity of this region and beyond, which I believe, will lead to higer quality, higher standard, and higher level of cooperation. Aside from the physical one, we wish to enhance connectivity of information, personnel and ideas. With a cluster of new concepts, ideas and initiatives surfacing in the Asia-Pacific, we hope this forum can provide a platform to discuss and better understand these issues, so that we can harness the best of various resources for the common goal of building an open, inclusive, stable and prosperous Asia-Pacific region.
