三个多月来，我走访了帕拉马里博及邻近城市，结识了苏里南各界的许多朋友，他们纷纷为中国的无私帮助点赞。由中国大连公司建造的一千多公里道路，将苏里南各个地区连接起来，极大方便人员往来和货物流通。瓦尼卡医院项目将有利于改善苏里南人民的医疗条件。低造价住房等民生项目，将为苏里南人民带来切实利益。这些离不开中国公司和工人的努力付出，也离不开苏政府和人民的参与支持。在这里，我要为中苏友好合作的结晶点赞。
有人可能会问：中国为什么愿意帮助苏里南？因为中国人民始终认为，世界好，中国才会好。中国同苏里南同属发展中国家，彼此相互支持、共同发展是中苏友好关系的应有之意。维护世界和平、推动经济发展和造福人民是我们共同追求的目标。
In about three months, I visited Paramaribo and its neighboring districts and met many friends from all walks of life. They all commend highly the help from China. The road of more than 1,000 kilometers built by Chinese company connects the different parts of Suriname and facilitates movement of people and goods. The Wanica Hospital will help improve the medical facilities of Suriname. Projects such as affordable housing will deliver tangible benefits to the people of Suriname. None of these would be possible without the efforts of Chinese companies and their staff, nor would it be possible without the participation and support of the government and the people of Suriname .
Some people may ask: why is China willing to help Suriname? The answer is that the Chinese people believes that China would prosper only when the whole world is prosperous. Both China and Suriname are developing countries. It is essential to our relations that we support each other and move forward together. Our goals are common, that is to maintain world peace, promote economic development and improve the well-being of our peoples.
众所周知，产能不足、自主发展能力欠缺、基础设施落后、融资难是许多欠发达国家普遍面临的发展瓶颈。中国自身在很长时间内也面临同样的问题，所以能够急发展中国家之所急，结合自身发展经验，秉持正确义利观同这些国家开展互利合作，向广大发展中国家提供他们所急需的帮助。这些合作有力促进了相关国家经济社会发展和民生改善，深受广大发展中国家欢迎。
我要特别强调，中国对发展中国家提供的援助，充分尊重受援国政府和人民的意愿，从不附加任何政治条件。我们对发展中国家在发展经济、改善民生方面的迫切愿望感同身受，根据受援国请求提供基础设施建设等资金支持，帮助其克服发展瓶颈，增强造血功能，促进经济社会持续发展。中方的优惠贷款项目都经过认真的可行性研究和市场化论证，以确保取得应有的经济和社会效益。个别国家和媒体罔顾事实，别有用心地编造中方利用优惠贷款为发展中国家设置“债务陷阱”的谣言是不负责任的，也是枉费心机的。
As all are aware, the common bottlenecks of many underdeveloped countries are insufficient industrial production capacity, lack of independent development capacity, undeveloped infrastructure, and financing difficulties. China itself was once confronted with these same problems, therefore we understand the needs of these developing countries. Base on our friendship and shared interests, we would cooperate with developing countries and help to meet their needs.
In particular, I would like to emphasize that China fully respects the wishes of the receiving countries and its people. China does not attach any political strings to its aid. We share their strong desire to develop the economy and improve the people's livelihood. Upon their request, China would provide financial support for infrastructure development of developing countries, so as to help them break the bottlenecks in their development and to improve their economic and social sustainability. Bearing in mind the debt paying ability and solvency of the receiving countries, all projects funded by Chinese concessional loans have undergone rigorous feasibility studies and market research to ensure that they deliver the expected economic and social benefits. It is irresponsible and futile that some biased people deliberately ignore these facts, and fabricate so called "debt trap" with Chinese concessional loans to developing countries.
