Times of Suriname publishes a signed article by Ambassador Liu Quan on China's Foreign Aid Policy
2018年12月3日至5日，苏里南主流媒体、发行量最大报纸《苏里南时报》连续刊登驻苏里南大使刘全题为《构建人类命运共同体，共创中苏关系新时代》的署名文章。全文如下：
今年8月19日，我作为第十三任中国驻苏里南大使抵苏履新。短短三个多月时间，苏里南热情友善的人民，秀美旖旎的风光，多元包容的文化，和谐安定的社会，给我留下了深刻而美好的印象。
From 3 to 5 December 2018, Times of Suriname, the largest news paper in Suriname successively published a signed article by Ambassador Liu Quan entitled "Building a Community of a Shared Future for Mankind and Creating a New Era of Chinese-Suriname Relations". The full text is as follows:
On August 19th 2018, I arrived in Suriname as the thirteenth Chinese Ambassador to Suriname. In just over three months, the friendly people, the beautiful landscape and the harmonious multi-culture society have impressed me deeply.
中苏两国虽相隔万里但情谊绵长。中国是最早承认苏里南独立的国家之一。1976年建交以来，中苏两国始终相互尊重、相互信赖、相互支持，成为规模体量不同、政治制度不同国家间友好相处和南南合作的典范。
近些年来，中苏两国高层交往频繁，政治互信持续巩固。习近平主席和鲍特瑟总统三度会晤，双方领导人为两国关系未来发展指明方向。今年9月，王毅国务委员兼外交部长对苏里南进行正式访问，此系历史上中国外长首次访苏，对于中苏关系发展具有里程碑意义。
China and Suriname is geographically far from each other, but our friendship is close and deep. China is one of the first countries that recognizes the independence of Suriname. Since the establishment of diplomatic relations in 1976, China and Suriname have always respected each other, trusted each other and supported each other. Our relations has set up a good example in South-South cooperation.
In recent years, frequent high-level exchanges between China and Suriname have further enhanced trust between us. President Xi Jinping and President Bouterse have met three times, setting out a clear vision to our bilateral relations in the future. This September, State Councilor and Minister of Foreign Affairs Wang Yi paid an official visit to Suriname. This is the first visit by a Chinese Foreign Minister and set a new milestone in China-Suriname relations.
中苏是隔海相望的好朋友、携手共进的好伙伴。我很高兴地看到，两国各领域务实合作成果丰硕。中方援建苏里南外交部大楼、道路、住房、社区中心等项目为当地经济社会发展作出积极贡献。中国每年向苏提供政府奖学金、人员培训等名额，帮助苏加强人才培养和人力资源能力建设。中国政府第一时间就寨卡疫情、内地水灾等提供援助，帮助苏人民渡过难关、重建家园。
今年5月，苏里南在加勒比地区率先与中国签署“一带一路”合作谅解备忘录，为中苏关系发展注入新动能。两国在基础设施、金融、农业、旅游等领域合作面临新机遇。瓦尼卡医院和国家宽带网络等一批合作项目正在有序推进。
China and Suriname are good friends and good partners. I am very delighted to see that cooperation between our two countries has yielded fruitful results in various fields, such as office building of Ministry of Foreign Affairs, construction of roads, houses, community centers etc. At meantime, a number of projects such as the Wanica Hospital and the National Broadband Network are in good progress. All of these projects have made a positive contribution to the economic and social development of Suriname. Each year, China provides government scholarships and short-term training opportunities to help Suriname personnel training and human resources development. The Chinese government offered immediate relief assistance to the Zika epidemic and the inland flooding, helping people of Suriname to go through difficult times and to rebuild their homes.
In May, Suriname took the lead in the Caribbean region by signing a Memorandum of Understanding on cooperation within the framework of the Belt and Road Initiative, injecting new dynamics in the China-Suriname relationship. This will boost for more cooperation between our two countries in infrastructure, finance, agriculture and tourism.
