两国人文交流更加紧密。中方积极同东开展医疗合作，近十五年来先后派出7批医疗队为东民众诊治疾病。2017年底“和平方舟”医院船来访，为东人民义诊七千多次。中方积极向东提供政府奖学金和人力资源培训，100多名东赴华留学生取得学位，2000多名东政府官员和技术人员接受中方各类培训。中方积极向东提供车辆、农机具、蚊帐等民生援助。两国人民的友谊历久弥新，焕发出新的蓬勃生机。

The people-to-people exchanges between China and Timor-Leste are expanding. China continuously carries out medical cooperation with Timor-Leste and has sent seven batches of medical teams in the past 15 years to offer medical service to the Timorese people. At the end of 2017, Chinese hospital ship Peace Ark visited Timor-Leste and offered more than 7000 free treatments. China also provides government scholarships and human resource training courses to Timor-Leste. More than 100 Timorese students have obtained degrees in China, and more than 2,000 government officials and technicians have received various courses from China. China also keeps providing Timor-Leste with assistance for people's livelihood such as vehicle, agricultural machinery and mosquito nets. The friendship between the two peoples has lasted for a long time, and now it begins to thrive with new dynamism.
Ladies and gentlemen,
今年是中国改革开放40周年，也是共建“一带一路”倡议提出5周年。中国将进一步深化改革，扩大开放，本着共商共建共享原则，推动“一带一路”走深走实，走向更高质量，也愿意与第三国开展合作，更好造福东人民。上个月，首届中国国际进口博览会在上海成功举行，吸引了172个国家、地区和国际组织，3600多家企业参展。中方乐见东政府派团参会并设置展台。这表明，中国支持自由开放贸易、主动向世界开放的决心不会有任何动摇。当前，多边贸易体制正遭受单边主义、保护主义的冲击，我们应该坚定维护自由贸易和基于规则的多边贸易体制。中方赞成对世贸组织进行必要改革，关键是要维护开放、包容、非歧视等世界贸易组织核心价值和基本原则，遵循协商一致的规则，保障发展中国家发展利益和政策空间。东方正申请加入世贸组织，中方认为此举有益于多边贸易体制。未来的中国将进一步扩大开放，为包括东帝汶在内的世界各国，提供更广阔、更丰富的合作机遇。
This year marks the 40th anniversary of China's reform and opening -up, and the 5th anniversary of the Belt and Road Initiative. China will not stop its effort to pursue reform and opening-up. With the principles of wide consultation, joint contribution and shared benefits, China will promote substantive, results-oriented and high-quality cooperation under the Belt and Road framework. China is also willing to cooperate with other countries to deliver greater benefits to the Timorese people. Last month, the first China International Import Expo was successfully held in Shanghai, attracting 172 countries, regions and international organizations, with more than 3600 companies participated. We are glad that Timor-Leste sent its delegation and set up its own pavilion at the Expo. This shows that China's unswerving determination to support free trade and open up to the world. At present, the multilateral trading system is undermined by unilateralism and protectionism, We should firmly uphold free trade and the rules-based multilateral trading system. China supports necessary reform of the World Trade Organization, and believes that it is critical to uphold the WTO's core values and fundamental principles such as openness, inclusiveness and non-discrimination,reach a consensus through consultation and ensure the development interests and policy space of developing countries. Timor-Leste is now seeking to join the WTO, which we think is conducive to the multilateral trade system. In the future, with its wider opening-up, China will provide broader cooperation opportunities for all countries in the world, including Timor-Leste.
中东关系与合作正处于崭新的历史机遇。作为新任驻东大使，我将继续深化双方关系，并对两国未来充满信心。我愿与东方携手努力，认真落实两国领导人的共识，推动中东关系再上新台阶，造福两国及两国人民。

China's relationship with Timor-Leste is now facing a new historical opportunity. As the new Ambassador to Timor-Leste, I'm not only committed to strengthening the bilateral ties, but also have every confidence in China-Timor-Leste relations for now and future. I'm willing and I hope, together with Timor-Leste, to push forward our comprehensive partnership to a new level, so as to bring benefits to the two countries and their peoples.
