For some time now, China-US trade friction has caused widespread concerns. We have always believed that China-US trade cooperation is complementary, mutually beneficial, and win-win. From the outset, China has, through concrete actions, proven its determination to support trade liberalization and open its markets to the world. This year marks the 40th anniversary of China's Reform and Opening-up. As such, China will continue to significantly relax market access, strengthen intellectual property protection, and actively expand imports.
就在今年，中国陆续宣布了一系列新的开放举措，包括创造更具吸引力的投资营商环境，大幅降低1449种日用消费品、1585种工业品等商品进口关税，将汽车整车和零部件税率分别降到13.8%和6%，实现进口抗癌药全部零关税。随着11月1日新一轮降税措施实施，中国关税总水平已经降到7.5%，超出了对世界贸易组织的承诺，也低于大多数发展中国家。
中国不久前发布了外商投资准入新的负面清单，在金融、汽车、飞机、船舶等领域进一步开放。根据世界银行的最新报告，中国营商环境排名比去年提升30多位，成为营商环境改善幅度最大的经济体之一。中国对内外资企业一视同仁、平等对待，欢迎和鼓励各类企业公平竞争，也将充分保障它们的合法权益。
Just this year, China announced a series of new opening initiatives, including creating a more attractive investment and business environment, significantly reducing import tariffs on 1,449 consumer goods and 1,585 industrial products, reducing the tax rate on whole cars and car components to 13.8% and 6% respectively, and achieving zero tariffs on imported anti-cancer drugs. With the implementation of a new round of tax reduction measures on November 1st, China's total tariff level has dropped to 7.5%, exceeding its commitment to the World Trade Organization and lower than most developing countries. China has released a new negative list of foreign investment access, further opening the fields of finance, automobiles, aircraft, and ships. According to a World Bank report, since last year, China's business environment ranking has increased over 30 points, making it one of the economies with the greatest improvement in its business environment. China treats domestic and foreign-funded enterprises equally. We welcome and encourage fair competition among all types of businesses, and promise to fully protect their legitimate rights and interests.
