问：日前，美国斯坦福大学胡佛研究所发表了题为《中国影响力与美国利益：提高建设性警惕》的报告。报告称，中国试图对美国智库、高校、媒体及各级政府机构进行渗透，施加影响，破坏美国民主价值。中国政府是否看到了这个报告？有何评论？对报告哪一部分有异议？
答：你经常来我们记者会，应该知道，作为一条原则，我们一般不对媒体、智库、专家、学者的观点、评论、文章、报告作出直接和具体回应。所以，这里我只原则讲几句。
Q: A recent report titled "Chinese Influence and American Interests: Promoting Constructive Vigilance"released by Stanford University's Hoover Institution said that China is trying to infiltrate into and influence US think tanks, universities, media and governments at various levels and undermine democratic values. It also expressed concerns about things like the Chinese government's influence and Chinese language media in the US. Has the Chinese government seen a copy of this report? Which part of it do you disagree with?
A: As a regular to the press conference, you may have known that as a principle, we do not directly and specifically respond to the viewpoints, remarks, articles and reports of media, think tanks, experts and scholars. So, I would just give you some general response.
40年前，中国打开大门搞改革开放，我们欢迎包括美国在内的各国企业、媒体、智库、学生到中国来。40年来，他们见证了也参与了中国的改革开放进程，中国今天的发展建设成就也有他们的贡献。
40年后的今天，我们希望美国作为世界上的头号强国，也能张开双臂，欢迎包括中国在内的世界各国的企业、媒体、智库、学生到美国去，为促进美国与世界各国的相互了解，推进美国与其他国家的互利合作做出贡献。我们希望并且相信，美方能有这个自信。
Forty years ago, in pursuit of reform and opening-up, China opened its door to the enterprises, media, think tanks and students from all other countries, including the United States. During the past four decades, they have borne witness to and also taken part in the process of China's reform and opening-up, contributing to the achievements China has scored in its development so far.
Today, forty years later, we hope that the United States, as the No.1 superpower in the world, can also remain open to the enterprises, media, think tanks and students from all other countries, including China, and make positive contributions to enhancing the mutual understanding and promoting the mutually beneficial cooperation with other countries. We hope and believe that the US side can have such confidence in themselves.
中国人常讲，我们有“四个自信”，我们希望美方也有美国版的“四个自信”。
我们现在生活在全球化的时代，世界各国共处一个地球村。各国人民交往日益密切，利益高度融合，已经形成了命运共同体。任何抱着零和博弈的心态，企图去阻挠、妨碍人民之间正常交往合作的行为，都是逆历史潮流而动，注定不得人心，注定不会得逞。
We Chinese people always say that we have confidence in four aspects, namely our path, theories, system and culture of socialism with Chinese characteristics. We hope that the US can also have confidence in these four aspects of their own.
We now live in an era of globalization and all countries are citizens of one and same global village. People of all countries have now built a community with a shared future with our exchanges getting closer and our interests highly integrated. Any attempt to obstruct and disturb the normal exchanges and cooperation between the people around the world with a zero-sum game mindset just runs against the trend of history as well as the will of the people and is doomed to fail.
