我们在管控分歧中深化了战略互信。近年，南海局势曾一度波涛汹涌，影响了中国与东盟友好合作气氛。面对困难和挑战，中国和东盟国家坚定信心，坚持对话协商，开展海上务实合作，始终将处理南海问题的钥匙牢牢握在自己手中。落实《南海各方行为宣言》成为中国与东盟国家有效的对话沟通平台，“南海行为准则”磋商也不断取得重要进展。上个月，中国与东盟国家举行了首次海上联合军演，这正体现了当前双方高水平的互信。
我们在维护和平正义中丰富了关系内涵。当前全球范围内掀起一股保护主义、单边主义的逆风，经济全球化遭遇波折。中国与东盟作为世界上最活跃的地区和全球经济稳定增长极，共同担当，同声同气，发出了坚定维护经济全球化和多边贸易体制的一致声音，为世界经济注入“稳定剂”和信心，用实际行动维护多边主义，促进国际合作。
We have deepened mutual trust through properly managing differences. You may recall the turbulence around the South China Sea not so long ago. Despite difficulties and external interference, China and ASEAN countries have managed to stay the right course, and seek a proper settlement of the issue through consultation and cooperation. The implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC) has become an effective platform for dialogue and communication. Important progress has also been made in the consultation on the Code of Conduct in the South China Sea (COC). Last month, China and ASEAN countries conducted the first joint naval exercise, demonstrating the level of mutual trust between us.
We have also taken our relationship to a broader dimension by jointly upholding the rules-based regional and global order. Against the headwinds of growing protectionism and unilateralism and the setbacks on economic globalization, China and ASEAN, as close trading partners and key drivers of global growth, have spoken openly and loudly in support of the multilateral trading system and pushed forward regional integration process as embodied in the RCEP. By so doing, we have injected confidence and stability into the global economy, safeguarded multilateralism and championed international cooperation.
中国—东盟关系的发展成就已属过去，如何推动双方关系再上新高是我们未来共同的努力方向。近期在新加坡举行的中国—东盟领导人会议上，双方发表了《中国—东盟战略伙伴关系2030年愿景》，为双方未来合作制定了中长期规划，对双方关系提出了更高定位，确定了更高目标，充实了更丰富的内涵。双方决定构建以政治安全合作、经济合作、人文交流三大支柱为主线，多领域合作为支撑的合作新框架，进一步提升中国—东盟战略伙伴关系，打造更为紧密的中国—东盟命运共同体。
The achievements have all been past tense. What the future can be depends on how big we can think and how much we can put that into practice. The China-ASEAN Strategic Partnership Vision 2030, a major outcome document of the recent China-ASEAN Summit, is in itself a blueprint for the mid- and long-term development of our relations. It sets a higher bar and a more ambitious goal for our relationship that builds on a comprehensive framework with three pillars of political-security cooperation, economic cooperation and people-to-people exchanges. To simply put, the goal is to forge a higher level of strategic partnership and a closer community of shared future.
