支持地区性金融机构的发展筹资。中国加强与亚洲开发银行、非洲开发银行、泛美开发银行、西非开发银行、加勒比开发银行等地区性金融机构的合作,促进更多资本流入发展中国家的基础设施、环保、教育和卫生等领域。截至2012年,中国向上述地区性金融机构累计捐资约13亿美元。继2005年中国出资2000万美元在亚洲开发银行设立减贫和区域合作基金之后,2012年中国再次出资2000万美元续设该基金用于支持发展中成员的减贫与发展。截至2012年底,中国累计向亚洲开发银行的亚洲发展基金捐资1.1亿美元。此外,中国利用在非洲开发银行、西非开发银行和加勒比开发银行设立的技术合作基金,支持上述机构的能力建设。
(二)参与发展合作国际交流
中国积极参与发展合作领域的国际交流,与其他国家和国际组织加强对话,分享发展合作经验。
积极参与全球发展议题研究与讨论。三年中,中国在联合国的千年发展目标高级别会议、可持续发展大会、发展合作论坛、最不发达国家会议、南南合作高级别会议,以及二十国集团峰会、世界贸易组织“促贸援助”全球审议大会、援助有效性高级别论坛等一系列国际会议上,积极阐释中方的原则立场和政策主张。
Supporting development financing of regional financial institutions. China
strengthened cooperation with regional financial institutions such as the Asian
Development Bank, the African Development Bank, the Inter-American
Development Bank, the West African Development Bank and the Caribbean
Development Bank to channel more capital into the fields of infrastructure,
environmental protection, education and health care in developing countries. By
2012, China had donated a total of 1.3 billion U.S. dollars to these regional
financial institutions. Apart from China's investment of 20 million U.S. dollars to establish the Poverty Reduction and Regional Cooperation Fund in the Asian
Development Bank in 2005, in 2012 China donated another 20 million U.S. dollars
to this Fund to help with the poverty reduction and development of developing
countries. By the end of 2012, China had contributed in total 110 million U.S.
dollars to the Asian Development Fund of the Asian Development Bank.
Furthermore, China supported capacity building of these financial institutions
through technical cooperation funds set up in the African Development Bank, the
West African Development Bank and the Caribbean Development Bank.
2. Participating in International Exchanges for Development Cooperation
China actively participated in international exchanges for development
cooperation, enhanced dialogue with other countries and international
organizations and shared experience in relation to development cooperation.
Actively participating in research and discussion on global development issues.
During the three years, China actively elaborated its principles, positions, and policies at a series of international conferences, including the UN High-Level
Meeting on the Millennium Development Goals, UN Conference on Sustainable
Development, UN Development Cooperation Forum, UN Conference on the Least
Developed Countries, High-Level UN Conference on South-South Cooperation,
G20 Summit, WTO's Aid for Trade Global Review, and High-Level Forum on Aid
Effectiveness.
