十一、双方同意加强旅游合作，鼓励本国人民赴对方国家旅游，加快东帝汶旅游基础设施建设，积极协助对方在本国举办旅游推介活动。中国愿提供旅游业技术经验以帮助东帝汶改进旅游领域能力建设。
11. The two sides agreed to enhance tourism cooperation, encourage their citizens to travel to each other’s country, boost the tourism infrastructure development of Timor-Leste, assist each other in holding tourism promotion activities and the provision of Chinese tourism technical expertise to Timor-Leste to improve tourism sector capacity.
十二、双方同意加强在民用航空领域的合作，愿积极探讨通过技术援助、人员培训等方式提高东帝汶相关能力建设的可能性。
12. The two sides agree to strengthen cooperation in the area of civil aviation and to explore possibilities for rendering technical assistance and training to build Timor-Leste capacity.
十三、双方同意深化防务安全合作，加强在团组互访、军舰访问、人员培训等领域合作，促进共同安全。
13. The two sides agreed to deepen defence and security cooperation, boost cooperation in such areas as mutual visits of delegations, ship visits and personnel training to promote common security.
十四、东帝汶政府高度评价中国维和警察通过参与联合国行动为东帝汶实现国家和平、维护社会稳定所作积极贡献。双方同意加强执法合作，共同打击跨国犯罪，保护双方在对方国家的机构和人员安全。
14. The Timor-Leste government spoke highly of the contribution made by the Chinese peace-keeping police, through the United Nations Mission, to Timor-Leste’s peace and social stability. Both sides agreed to enhance law enforcement cooperation, jointly combat transnational crimes and protect the safety of institutions and nationals in each other’s countries.
