英文专利文献翻译时倍数的增减与部分否定

关于倍数的增减，英文和中文的表达方式各有自己的特点。下面将容易搞错的地方作一介绍。
一.倍数增加的译法
1.increase, multiply 等词 + by a factor of + 数字，或倍数，译为增加倍，或增加到x倍。
(1 ) The output of electronic components has been multiplied three times since 1987.
自1987年以来，电子元件的产量增加了 2倍。（或译“增加到3倍”）
(2) The peak value of an alternating current is 1. 414 times its effective value.
交流电的峰值为其有效值的1.414倍。
(3) The dielectric constant of the ceramic composition is greater than for the glass by a factor of at least 10.
这种陶瓷材料的介电常数比玻璃至少大9倍。（或译“至少 是玻璃的10倍”）
2.倍数+比较级（=倍数+ as…+ as…），译为x- 1倍。
(1 ) The frequency range of signal generator model 900B is twice broader than that of model 800A.
900B型信号发生器的频率范围比800A型宽1倍。（或译“是800A型的2倍宽”）
(2) The reaction rate under microwave heating was 3-12 times higher than that under conventional heating, and the yield and selectivity increased as well.
结果表明，微波加热条件下反应速率是常规加热的3-12倍，收率和选择性也都有提髙。
(3)The diode produces about 9 times more radiant power than that one.
这只二极管的辐射功率比那只大9倍左右。
二、倍数减少的译法
在英文中，如果数量减少的是倍数，应换算成分数或百分数译出，因为中文不习惯说减少了若干倍。即，A is n times smaller than B.
应译为：A的大小是B的1/n;或A比B小（n-1) /n。
(1 )The principal advantage over the paper capacitors is a four — fold reduction in size.
与纸介电容器相比的主要优点是体积减小了四分之三。（或译“减小至四分之一”）
(2) The new tester under development will reduce the production cost by a factor of 3.
正在研制的新型测试仪将使生产成本降低三分之二。（或译“降至三分之一”）
(3)The data - compression scheme squeezes down a 15 - million - character scanned color image by 50 to 100 times.
数据压缩电路将1500万字符的扫描彩色图像压缩了 98% ~ 99%。（或译“压缩至1 %〜2%”）
(4)The automatic assembly line can shorten the assembling period (by) ten times.
自动装配线能够缩短装配期十分之九。
(5)This metal is three times as light as that one.
这种金属比那种金属轻三分之二。
三、部分否定
在英语的否定结构中，由于习惯用法问题，其中部分否定句所表示的意思不能按字面的意思译成汉语，如“all......not”不能译为“一切……都不”，而应译为“并非一切……都是”或 “一切……不都是”。英语中的部分否定（即不完全否定）容易错译的有如下一些表示方法：
1.all, both,或every......的否定式：all......not表示“并非都……”、“不是所有的都……”，both……not表示“并非两个……都……”；every……的否定式：“不是每……都……”。 例如：
