On August 30 2019, the famous Icelandic newspaper Morgunblaðið published a signed article by Ambassador Jin Zhijian entitled The Rule of Law in Hong Kong Must Be Safeguarded "One Country, Two Systems" Cannot Be Trampled on. The full text is as follows:
近期,中国香港特别行政区发生的游行示威和暴力违法事件引起冰岛媒体和民众的关注。遗憾的是,某些媒体和人士避而不谈包括大多数香港同胞在内的广大中国人民“反暴力、护香港”的呼声,却刻意夸大示威民众同香港特区政府及中国中央政府的对抗,只谈民主自由却忽视法治正义,对极端示威者的暴力行为“选择性失明”,对暴力分子表示同情,而对守护秩序的香港警察进行指责。这种做法不仅无助于人们了解事实真相,甚至对香港局势的发展起到推波助澜的破坏作用。我希望通过此文能澄清事实,帮助冰岛民众对事件的性质有一个客观全面的认识。
The recent demonstrations and riots in China's Hong Kong Special Administrative Region (SAR) have drawn attention from the Icelandic media and the public. Regrettably, certain voices have avoided mentioning the calls for "Anti-violence, Save Hong Kong" by the Chinese people, including most Hong Kong compatriots. Instead, they deliberately exaggerated the confrontation between the demonstrators and the Hong Kong SAR government together with the Chinese Central Government. They gave unbalanced account by highlighting democracy and freedom while sparing little words on the rule of law and justice. They turned a blind eye to the violence of radical demonstrators, expressed sympathy for the violent offenders and accused the Hong Kong police who guarded the order. Such selective reporting will do no good to help the public understand the truth but further worsen the situation in Hong Kong. In this article, I would like to clarify the truth and provide the Icelandic readers with a more objective and comprehensive view on the essence of this matter.
事件的起因缘于2018年2月,一名香港男子在台湾杀害女友后潜逃回港。因香港与台湾之间没有签订司法互助安排和移交逃犯协议,该男子无法被移交至案发地台湾受审。为完善香港法治,经慎重考虑和充分酝酿,中国香港特区政府于今年2月向立法会递交了关于修订《逃犯条例》和《刑事事宜相互法律协助条例》的决议草案,并广泛征求各界意见,目的是使香港可以和中国大陆、中国台湾、中国澳门等尚无刑事司法协助安排的司法管辖区展开个案合作,填补现有法制漏洞,更好打击犯罪,彰显公平正义。这本是完善香港法治的必要之举,不应产生任何争议。然而,这一合理合法的行动却被香港反对派和少数外部势力恶意抹黑,利用部分香港市民不了解实情而产生的困惑和疑虑,捏造散播危言耸听的言论,制造社会恐慌,引发大规模游行示威。
The situation in Hong Kong was triggered by a criminal case. In February last year, a Hong Kong resident fled back to Hong Kong after killing his pregnant girlfriend in Taiwan. Because there was no mutual legal assistance arrangement or pre-existing extradition arrangement between Hong Kong and Taiwan, he cannot be sent to face trial for murder in Taiwan. In order to strengthen the rule of law, the Hong Kong SAR government, with thorough consideration and preparation, proposed to amend its Fugitive Offenders Ordinance and Mutual Legal Assistance in Criminal Matters Ordinance. The Hong Kong SAR government submitted the draft application to Hong Kong's Legislative Council in February this year, and solicited opinions from all walks of society. The proposed amendments will allow Hong Kong to surrender fugitive offenders to jurisdictions with which it does not currently have extradition arrangements on a case-by-case basis, such as the Chinese mainland, Macao and Taiwan. The amendments would fill the existing loopholes in the legal system, help crack down crimes and demonstrate fairness and justice. This is a necessary move to improve the rule of law in Hong Kong and should not cause any controversy. However, this legitimate act was distorted by the opposition and some foreign forces. They used the confusion and doubts of some Hong Kong citizens who do not understand the truth, spread rumors and create panic in the society, and triggered large-scale demonstrations.
