中国有句话叫“要想富，先修路”，我想这同样也适用于东帝汶。苏艾高速公路的竣工通车对东加强互联互通建设、促进南部发展将起到积极推动作用。我很高兴看到，两年多的高速公路建设为沿线带来了许多巨大的变化。道路越来越宽阔，就业越来越充分，当地员工不仅新购买了摩托车，而且盖起了许多新房子。另一个大的变化是，通过项目的实施，为东培养了大批熟练掌握先进技术的工人，这对促进东可持续发展将起到积极的推动作用。最重要的变化是，本地居民思想观念的改变。他们对外界充满了新鲜、好奇和期望，也更加开放、包容和趋向现代化。高速公路的通车为他们打开了一扇通向外界和未来的窗口。上述变化不仅是中东互利合作的积极成果也是两国传统友谊的充分体现。
The company also put great efforts on localization and social responsibility. During the construction period, over 2000 jobs were offered to local residents, accounting for about 80% of all the employees. The company on many occasions repaired local roads, bridges and school playgrounds for the villagers, thus facilitating their lives.
As the Chinese saying goes,"if you want to get rich, build a road first", which I think, also works in Timor-Leste. This Highway will surely strengthen infrastructure connectivity and promote the development of southern coast of Timor-Leste. I am very glad to see that the two years plus period has witnessed great changes in the regions along the constructed highway. The road has been widened, more jobs are offered to local people who bought new motorcycles and built more new houses. Another big change is that, by conducting the project, a great number of skilled workers with technical know-how have been cultivated, which will definitely facilitate the sustainable development of Timor-Leste. Most important of all, changes could also be seen in local people's perception and mindset, which are more open, inclusive and modernization-oriented. The highway opens a window to the outside world for the local residents. They are feeling new, curious and full of anticipation for the future. The above mentioned tremendous changes are not only positive outcome of bilateral mutually beneficial cooperation but also the full demonstration of traditional friendship between our two countries.
中东友谊源远流长。东恢复独立伊始，两国即建立了外交关系。中国是第一个承认东独立的国家，也是第一个与东建立外交关系的国家。今年是两国建交16周年。16年来，两国关系全面快速发展，政治互信不断加深，基础设施建设、经贸、农业、教育和卫生等各领域的互利合作持续深化，为两国人民带来了实实在在的好处。
China and Timor-leste enjoy a long-standing and well-established friendship. China is the first to recoganize the independence of Timor-Leste and also the first to establish diplomatic relations with Timor-Leste. This year marks the 16th anniversary of the establishment of China-Timor-Leste diplomatic ties. Over the past 16 years, the bilateral relations have developed rapidly in an all-round manner. Political trust has been continuously deepened; mutually beneficial cooperation in areas such as infrastructure, economy, trade, agriculture, education, and health has been steadily strengthened, therefore, bringing concrete and tangible benefits to people of our two countries.
