尊敬的东帝汶民主共和国公共工程部长萨尔瓦多·苏亚雷斯·多斯·雷斯·皮雷斯阁下，
尊敬的东帝汶民主共和国交通与通讯部长若泽·阿戈什蒂纽·达·席尔瓦阁下，
尊敬的东帝汶民主共和国国防军总司令莱赫·阿南·蒂穆尔少将，

大家上午好！
很高兴应邀出席东帝汶苏艾高速公路1期项目通车仪式，见证中东两国在基础设施建设合作领域结出的又一丰硕成果。在此，我谨代表中国驻东帝汶大使馆对项目竣工通车表示祝贺，向关心和支持高速公路建设的东社会各界特别是东政府部门、科瓦利马省政府、当地村民以及东方员工表示感谢。

It is my great pleasure to be invited to attend this inauguration ceremony and to witness another important achievement in infrastructure cooperation between China and Timor-Leste. On behalf of the Embassy of the People's Republic of China in Timor-Leste, I would like to express my warm congratulations on the completion and opening of the Highway and extend my heartfelt thanks to all sectors of the Timor-Leste society that support and care about the highway construction, especially related line Ministries, Covalima District Government, the community villagers and local employees.
苏艾高速公路是东第一条高速公路，是东恢复独立以来最大的交通基础设施建设项目，也是中东两国互利共赢合作的又一例证。项目承建单位中海外-中铁一局联营体是著名的建筑施工企业，其母公司中国中铁股份有限公司是世界500强企业，也是中国乃至世界上最大的工程承包商之一。项目伊始，中海外-中铁一局联营通过参与东政府国际竞标与其他企业公平竞争并最终赢得了该项目，整个过程严格遵循国际竞标惯例，公平、公开、透明。我们很高兴看到，经过两年多的建设，项目现已顺利完工。该公司向东政府及时交付了一条现代化、高质量的高速公路。这充分证明，中国企业不仅在基础设施建设领域拥有先进的技术、丰富的经验和完善的管理，而且吃苦耐劳、诚实守信、讲求时效。这已得到了东政府、人民以及第三方包括外国专家、记者及他国外交官等的广泛认可。
As the first expressway ever built in Timor-Leste, this Suai-Fatucai Section Highway is the largest infrastructure construction project since Timor-Leste's independence. It is also another example of win-win cooperation between China and Timor-Leste. The contractor, China Overseas Engineering Group Co., Ltd. in joint venture with China Railway First Group Co., Ltd (COVEC-CRFG), is a well-known construction company. Its parent company, China Railway Group Limited is the Fortune Global 500 company, one of the world's largest engineering and construction corporation. At the very beginning, COVEC-CRFG ran for the international competitive bidding, offered by the Timor-Leste government on equal footing with other competitors and finally won this highway project. All procedures were in accordance with international biding practice and were fair, open and transparent. After more than two years' construction, we are happy to see that the project has been successfully completed. The company has handed over in time a modern, high-quality highway to the Timorese side. It proves that this company not only has strength on technology, experience and management, but also is hardworking, trustworthy and efficient, which are well recognized by the Timorese government and people, as well as third parties such as foreign experts, journalists and diplomats from other countries.
