First of all, please allow me, on behalf of the Chinese delegation, to welcome you back to the Chair of the Executive Council. As always, the Chinese delegation will fully cooperate with you, and with all the other parties, so as to contribute to a successful conclusion of the deliberation of all the agenda items of this session.
中方感谢总干事关于技秘处工作的介绍。我们赞同伊朗常驻代表Jahangiri大使阁下代表不结盟和中国所做的发言,愿借此机会进一步阐述中方在以下几个问题上的看法。
The Chinese delegation wishes to thank the Director-General for his report on the work of the Secretariat and the vice chairpersons for their reports on the activities conducted under their respective clusters of issues. My delegation associates itself with the statement made by His Excellency Jahangiri, Ambassador and Permanent Representative of Iran on behalf of the NAM States Parties and China. Now, I would like to take this opportunity to elaborate further China's position on the following issues.
第一,化武销毁是禁化武组织第一要务,是《禁化武公约》的核心目标,是实现“无化武世界”的关键步骤,应继续确保在这一领域的资源投入。中方积极评价上届执理会以来在库存化武销毁方面取得的进展,对利比亚剩余库存面临的安全威胁和销毁紧迫性深表关切,期待总干事根据特别执理会决定,探讨和评估可行方案,以便各方能够尽快就解决方案达成一致。
Firstly, as the core object of the Chemical Weapons Convention, the destruction of chemical weapons constitutes the first priority of the OPCW. It is also the linchpin for the realization of a world free of chemical weapons. Continued inputs of resources in this area should thus be ensured. China evaluates positively the progress made in the chemical weapons stockpile destruction since the last Council session, and, on the other hand, is highly concerned over the security threat faced by Libya's remaining stockpile and the urgency of its destruction. It is expected that the Director-General will, in accordance with the relevant decision adopted by the Council at its last meeting, explore and evaluate feasible options, so that agreement on a solution will be reached by all the parties as soon as possible.
关于日本遗弃在华化学武器问题,中方对销毁滞后深表关切。鉴于问题的严重和紧迫性,中方敦促日方根据公约义务和执理会相关决定,按双方共同提交的计划尽早完成销毁任务,希望执理会和技秘处按照公约要求,履行好审议和监督职责。
Turning to the issue of Japanese ACWs in China, the current situation of the destruction of Japanese ACWs lagging behind schedule causes China's grave concern. Given the seriousness and urgency of the problem, China urges Japan to complete the destruction as early as possible, in keeping with its obligation under the Convention and in compliance with the relevant Council decision as well as the plan jointly submitted by China and Japan. China hopes that the Council and the Secretariat will duly perform their reviewing and monitoring duties in this respect, as required by the Convention.
