Welcome to join us in this Seminar hosted by Nigerian Institute of International Affairs (NIIA) in association with the Chinese Embassy. Allow me to take this opportunity to express my sincere gratitude to NIIA for making this event happen through hard work in a truly professional way. 2015年12月，中非合作论坛—约翰内斯堡行动计划（2016-2018）明确提出，中非双方同意积极探讨并推动信息通信技术合作，共同努力缩小非洲数字鸿沟，推进非洲信息社会建设。中非合作论坛约翰内斯堡峰会以来，这一领域合作取得很大进展。中方致力于在中非合作论坛框架下，与非方不断加强在信息通信技术和数字经济领域合作。
经中非双方共同商定，中方将于今年9月主办中非合作论坛北京峰会。本次峰会的主题为“合作共赢，携手构建更加紧密的中非命运共同体”。此次研讨会恰逢其时，在某种意义上可视为论坛北京峰会的一次“热身”。
In December 2015, The Forum on China-Africa Cooperation (FOCAC) Johannesburg Action Plan (2016-2018) made it clear that the two sides agreed to actively explore and push forward cooperation in information and communication technology and work together to narrow the digital divide in Africa and promote the building of an information society in Africa. Indeed, much progress has been made in this area since the FOCAC Johannesburg Summit. China remains committed to stepping up cooperation with Africa in information and communication technology and digital economy within the FOCAC framework.
As agreed by both the Chinese side and the African side, China will host the FOCAC Beijing Summit this September which is themed with "win-win cooperation and join hands to build a closer community with a shared future for China and Africa". This timely Seminar, in a sense, could be regarded as a warming-up activity for the upcoming FOCAC Beijing Summit.
